5.4.4. Recycled-Content Paper Procurement. <br /> All departments shall procure Paper Products (including janitorial paper <br /> products) and Printing and Writing Paper as defined in Appendix A that <br /> comply with the following requirements: <br /> 5.4.4.1. Consists of at least 30% recycled content, by fiber weight, of <br /> postconsumer fiber, if fitness and quality are equal to that of non- <br /> recycled item, and if available at an equal or lesser price compared to <br /> comparable products with no recycled content. <br /> 5.4.4.2. Paper Products and Printing and Writing Papers must be <br /> recyclable; this means they must meet the Federal Trade Commission <br /> Recyclability standard as defined in Title 16 Code of Federal Regulations <br /> Section 260.12 (2013) <br /> https://www.ecfr.gov/current/title-16/chapter-I/subchapter-B/part 260/section-260.12 . <br /> 5.4.4.3. The percentage of postconsumer material,in the Paper <br /> Products, Printing and Writing Paper, or both must be verified by a <br /> product label, catalog, invoice, or a manufacturer or vendor internet <br /> website. <br /> 5.4.4.4. Receive written certifications from vendors, under penalty of <br /> perjury, that the Paper Products and Printing and Writing Paper offered <br /> or sold to the City "is eligible to be labeled with an unqualified <br /> recyclable label as defined in Title 16 Code of Federal Regulations <br /> Section 260.12 (2013)". <br /> 5.4.4.5. Submit records as attachments to invoices submitted for <br /> payment to the Finance Department of all Paper Products and Printing <br /> and Writing Paper purchased. Records shall include a copy of the <br /> invoice or other documentation of purchase, written certifications as <br /> required above for recycled-content purchases, purchaser name, <br /> quantity purchased, date purchased, and recycled content and if non- <br /> Recycled-Content Paper Products and/or non- Recycled-Content <br /> Printing and Writing Paper are provided, include a description of why <br /> Recycled-Content Paper Products and/or Recycled-Content Printing <br /> and Writing Paper were not provided. <br /> 5.4.4.6. All departments must require vendors providing printing <br /> services to the City via a printing contract or written agreement to use <br /> Printing and Writing Paper that consists of at least thirty percent <br /> (30%), by fiber weight, postconsumer fiber, or as defined by California <br /> Public Contract Code Section 12209, as amended. <br /> Purchasing Procedures and Manual 20 <br />
