5.3.2 Require successful bidders to certify in writing that the environmental <br /> attributes claimed in competitive bids are accurate. In compliance with State <br /> law, vendors shall be required to specify the minimum or actual percentage of <br /> recovered and post-consumer material in their products, even when such <br /> percentages are zero. This requirement may be waived by a department head <br /> for emergency and as-needed contracts, with the exception that a department <br /> head may not waive this requirement for as-needed contracts for paper <br /> products, in conformance with SB 1383 regulations. <br /> 5.3.3 Upon request, buyers making the selection from competitive bids shall <br /> provide justification for product choices that do not meet the environmentally <br /> preferable purchasing criteria in this policy. <br /> 5.3.4 If available, include businesses certified by the Bay Area Green <br /> Business Program in purchasing requests for products and services. <br /> http://www.greenbiz.ca.gov/ <br /> 5.3.5 Require vendors,contractors, and grantees to comply with applicable <br /> sections of this policy for products and services provided to the City. <br /> 5.4 Use of Organic Waste Products (SB 1383 Compliance) <br /> 5.4.1 Recovered Organic Waste Procurement Target. <br /> The City will annually procure for use or giveaway a quantity of Recovered <br /> Organic Waste Products that meets or exceeds its Annual Recovered Organic <br /> Waste Product Procurement Target required under SB 1383. The annual target is <br /> calculated by CalRecycle, and shared with the City Manager's office. Products <br /> that may be procured to meet this target include the following: <br /> (i) Compost that meets SB 1383 requirements, as defined and specified in <br /> Appendix A. <br /> (ii) SB 1383 Eligible Mulch, as defined and specified in Appendix A. <br /> (iii)Renewable Gas derived from Organic Waste (used for fuel for transportation, <br /> electricity, or heating applications) as defined And specified in Appendix A, <br /> including Renewable Gas from a publicly owned and operated sewage treatment <br /> plant. <br /> (iv) Electricity Procured from Biomass Conversion, such that the electricity is <br /> generated from facilities that convert Recovered Organic Waste, such as wood <br /> and prunings, as defined and specified in Appendix A. <br /> 5.4.2 Compost and Mulch Procurement Requirements for City Departments <br /> and Direct Service Providers. <br /> Purchasing Procedures and Manual 18 <br />
