Operations Services Department will lead this effort once funding is <br /> submitted. (Address this condition prior to improvement plan approval) <br /> b. For sewer capacity, Section 4 "Sewer System Evaluation" of the report <br /> concluded that there is sufficient capacity available in the trunk sewer <br /> downstream of the Sunol Boulevard connection. The report assumed, <br /> however, that the force main pipe in Alisal Street extending from Pump <br /> Station S-14 along the applicant's Parcel A frontage to Sycamore Road <br /> was 6-inches in diameter. The existing force main is currently 4-inches in <br /> diameter. The applicant shall evaluate through computational analysis <br /> the need for a 6-inch diameter force main using the RMC report's <br /> assumptions together with the subdivision's expected effluent discharge <br /> to Pump Station S-14. This analysis shall be submitted to the City's <br /> Operations Services Department for review and approval. If the City <br /> determines a need to upgrade the force main pipe, then the applicant <br /> shall implement this improvement. The design and construction cost of <br /> the upgrade will be eligible for fee credits against the Happy Valley <br /> Specific Plan Sanitary Sewer Main Pro-Rata Share Fees that would <br /> otherwise be collected. (Address this condition prior to improvement <br /> plan approval) (PROJECT SPECIFIC CONDITION) <br /> 53. WATER SERVICE: The Happy Valley Specific Plan, Chapter VII "Public <br /> Facilities", Section A "Water", subsection 1 "Specific Plan Water System <br /> Concept", includes the following requirement: "The City shall construct and front <br /> the cost of constructing all water facilities required for the Golf Course and Golf <br /> Course housing in accordance with a future agreement to be entered into <br /> between the City and the Golf Course property owners. The owners of existing <br /> homes and the developers of new homes connecting to these facilities (except <br /> the Golf Course housing developers) shall be required to reimburse a pro-rata <br /> share of the total cost of this construction to the City." This pro-rata share cost <br /> is defined in City Council Resolution 19-1102 and included in the City's adopted <br /> Fee Schedule. (Address this condition prior to Building Permit issuance) <br /> (PROJECT SPECIFIC CONDITION) <br /> 54. SEWER SERVICE: According to the Happy Valley Specific Plan, Chapter VII <br /> "Public Facilities", Section B "Sanitary Sewer", Figure VII-3, the site is part of <br /> sewer subarea S-2. This subarea is described as follows, "This subarea <br /> includes the homes located along Alisal Street... Little of this area can be <br /> served by the system needed for the Golf Course without additional gravity <br /> sewer mains to provide flow to the pump station... Additional service lines will <br /> be required to serve the portion of Spotorno Flat Area which is located east of <br /> Alisal Street." The referenced plan, subsection 1 "Specific Plan Sewer System <br /> Concept", also includes the following requirement: "The City shall construct and <br /> front the cost of constructing all off-site sewer facilities required for the Golf <br /> Course and Golf Course housing.
