In this chapter of the WSMP,Carollo will review and summarize key findings within the City's current <br /> planning efforts including, but not limited to,the 2020 Urban Water Management Plan,2022 Water <br /> Capacity Evaluation(i.e.,distribution capacity),and 2021 Risk and Resiliency Assessment.Carollo will also <br /> identify any planning gaps for the water system program and recommend/prioritize additional studies to be <br /> performed within the next 6 years. <br /> The City has already identified the following planning gaps which will be performed by Carollo under this <br /> initial WSMP due to their high priority. <br /> Asset Renewal and Replacement <br /> Water Facilities-Carollo will review and analyze existing information provided by the City to develop a <br /> register of water facilities(e.g.,wells,turnouts,pump stations, reservoirs,pressure reducing stations,etc.). <br /> The register will contain key attributes for each facility such as original construction date, major <br /> rehabilitation dates,size/capacity,replacement value and other key parameters determined to be necessary <br /> for analysis. Carollo will then conduct a desktop evaluation that utilizes a risk-based prioritization approach <br /> that factors age,criticality and operator known areas of concern to establish a time based,rehabilitation <br /> priority ranking profile of all facilities. For facilities identified as high priority,Carollo will then conduct a field <br /> condition assessment using a multi-discipline team of civil, mechanical,structural,electrical,and <br /> instrumentation specialists. During the site visits,Carollo will discuss maintenance and operations history <br /> with staff familiar with each facility.The assessment team will note potential problems,such as structural <br /> deterioration,electrical and instrumentation issues, mechanical degradation,safety issues,and recommend <br /> rehabilitation needs. For purposes of budgeting, Carollo assumes three days of field assessments.The <br /> facilities targeted for assessment will be determined based on desktop prioritization including discussions <br /> with City staff.The field condition assessments will be used to confirm the priority rankings and further <br /> define the scope of improvements for the high priority facilities. <br /> Water Distribution Mains—Carollo will conduct a desktop evaluation that utilizes a risk-based prioritization <br /> approach that factors pipe age, pipe material,criticality,and operator known areas of concern to establish a <br /> time based, renewal and replacement priority ranking profile for the City's water distribution mains.Carollo <br /> will utilize existing information provided by the City via their GIS database to conduct this desktop <br /> evaluation. <br /> Carollo will document findings and recommendations in this chapter of the WSMP. <br /> Regulatory Review <br /> Carollo will summarize current and upcoming regulations that will impact the City's water system program <br /> during the span of the initial WSMP plan(i.e.,6 years). For each regulation,Carollo shall provide a <br /> summary of the requirements,compliance timing,City's current compliance outlook,and recommend <br /> prioritized actions to achieve future compliance. Carollo will document findings and recommendations in <br /> this chapter of the WSMP. <br /> Task 9—Operations and Maintenance <br /> General <br /> In this chapter of the WSMP,Carollo will review,summarize,and identify deficiencies/gaps with the City's <br /> current O&M practices and programs. Review will include,but not be limited to,those O&M practices and <br /> programs shown in Attachment 1.Carollo will recommend a prioritized list of O&M practice and program <br /> improvements with estimated implementation costs for each.This list shall integrate O&M related <br /> recommendations made from the various planning efforts discussed in Task 8.The prioritized <br /> improvements will be grouped into short-term implementation(i.e.,within next 5 years)and long-term <br /> implementation(i.e.,5+years).
