Long- <br /> term implementation will be utilized to assist the City with long-term financial planning including future <br /> water rate and connection fee studies.Carollo will document findings and recommendations in this <br /> chapter of the WSMP. <br /> The City has already identified the following O&M improvements,which will be implemented by Carollo as <br /> part of this agreement due to their high priority. <br /> Standard Operating Procedures <br /> As part of this task Carollo and subconsultant DKF will identify job competencies for the City's water system <br /> related job classifications including Utilities Division Manager,Chief Utilities Systems Operator, Laboratory <br /> Services Specialist, Utilities Maintenance Supervisor, Utilities Lead Workers,Utilities Systems Operator I <br /> and II,and Utilities Maintenance Workers. Based on these job competencies,Carollo and DKF will develop a <br /> list of recommended water related SOPs that are prioritized for purposes of implementation.Carollo and <br /> DKF shall also develop a SOP template that includes procedures for reviewing, modifying,adding,and <br /> deleting SOP content.The format of SOPs shall be electronic interactive photo-based and tailored specific <br /> to City's needs.SOPs will include a training plan and competency assessment worksheet.SOPs will address <br /> relevant AWWA and CDPH guidelines and requirements.SOPs shall be in pdf and electronic format for <br /> incorporation into DKF's cloud-based subscription service to be utilized by the City for storing and viewing <br /> sewer system SOPs. <br /> For budget purposes,this task does not include preparation of individual SOPs.The City may utilize the <br /> allowance in Task 14 for Carollo and DKF to prepare selected SOPs.Task 14 may also be used to prepare <br /> emergency response plans for selected water lift stations. <br /> Training Program <br /> Utilizing the job competencies identified above,Carollo and DKF will identify a list of recommended water <br /> related training modules that are prioritized for purposes of implementation.Carollo and DKF shall also <br /> develop a training module template in coordination with the City's Training and Emergency Services <br /> Manager so that the modules can be integrated into the City's learning management system. <br /> For budget purposes,this task does not include preparation of individual training modules.The City may <br /> utilize the allowance in Task 14 for Carollo and DKF to prepare selected training modules. <br /> Task 9-Deliverables: <br /> - Recommended SOP List and Template <br /> - Recommended Training Module List and Template <br /> Task 10—Capital Improvements <br /> In this chapter of the WSMP,Carollo will recommend prioritized capital improvement projects with <br /> estimated implementation costs for each.This list of recommended projects will integrate <br /> recommendations from the various planning efforts discussed in Task 8. For example,if through various <br /> planning documents a facility has separate recommended improvements related to capacity deficiencies, <br /> asset renewal and replacement,and regulatory compliance,then these recommendations shall be <br /> integrated into a single capital improvement project with a combined and coordinated scope and cost.The <br /> prioritized projects will be grouped into short-term implementation(i.e.,within next 5 years)and long-term <br /> implementation(i.e.,5+years).Short-term implementation projects will include readily identifiable,high- <br /> risk areas of improvements,be coordinated with currently available City resources and funding,and be the <br /> basis of updates to the City's CIP.
