Task 2—Stakeholder Outreach Assistance This task includes an allowance for Carollo to aid with stakeholder outreach associated with this project. Stakeholder groups are defined as groups external to the City's Utilities Division such as other City Departments,City Council,outside agencies, public,etc. Outreach assistance by Carollo may include providing technical support for,attending,and/or leading special stakeholder outreach meetings not already identified in this scope of services. Stakeholder outreach requirements will be further defined during this project as outlined in Task 4. Carollo shall receive written authorization from the City's Project Manager prior to performing any services related to this task. Phase 1— High-Level Assessment of Water System Program Task 3— High-Level Assessment of Water System Program Carollo will utilize the EPA's Effective Utility Management(EUM)guidance document to evaluate the City's existing water system program practices based on the 10 attributes of effective utility management (grouped to correspond to the City's program elements shown in Attachment 1).The task will include staff interviews to review the EUM guidance tools. Carollo will utilize the EUM manual's five-point scoring system to classify the program's performance relative to the 10 attributes. Carollo will prepare a memo and conduct a workshop with the City to review and validate the findings and develop consensus on the prioritization of focus areas to improve on.This prioritization will serve as the basis for development of the work plan.The memo will be finalized after the workshop based on City input. Task 3-Deliverables: - Program Assessment Workshop Agenda/Presentation - Program Assessment Summary Memo(Draft and Final) Phase 2—Develop Work Plan Task 4—Develop Work Plan Carollo will develop a work plan to address the deficiencies identified from the high-level program assessment performed in Phase 1.The work plan shall include a schedule that spans a minimum of six years so that it covers the time period of the initial WSMP through the first WSMP Update.The work plan shall be organized by the program elements shown in Attachment 1 and provide a summary of recommended activities to improve each element.The work plan will make clear which activities will occur as part of this initial WSMP(i.e.,this agreement),which activities will occur as part of future WSMP updates,and which activities although guided and referenced by the WSMP will occur through separate planning efforts(e.g., urban water management,water rate study,water connection fee study,etc.).The work plan will recommend timing of these activities for proper integration. As part of the work plan, Carollo will also develop a stakeholder outreach plan that identifies stakeholder groups and describes when and how outreach will be conducted. Carollo will prepare a memo and conduct a workshop with the City to review the work plan.The memo will be finalized after the workshop based on City input.
