Task 2—Stakeholder Outreach Assistance <br /> This task includes an allowance for Carollo to aid with stakeholder outreach associated with this project. <br /> Stakeholder groups are defined as groups external to the City's Utilities Division such as other City <br /> Departments,City Council,outside agencies, public,etc. Outreach assistance by Carollo may include <br /> providing technical support for,attending,and/or leading special stakeholder outreach meetings not already <br /> identified in this scope of services. Stakeholder outreach requirements will be further defined during this <br /> project as outlined in Task 4. Carollo shall receive written authorization from the City's Project Manager prior <br /> to performing any services related to this task. <br /> Phase 1— High-Level Assessment of Water System Program <br /> Task 3— High-Level Assessment of Water System Program <br /> Carollo will utilize the EPA's Effective Utility Management(EUM)guidance document to evaluate the City's <br /> existing water system program practices based on the 10 attributes of effective utility management <br /> (grouped to correspond to the City's program elements shown in Attachment 1).The task will include staff <br /> interviews to review the EUM guidance tools. Carollo will utilize the EUM manual's five-point scoring system <br /> to classify the program's performance relative to the 10 attributes. <br /> Carollo will prepare a memo and conduct a workshop with the City to review and validate the findings and <br /> develop consensus on the prioritization of focus areas to improve on.This prioritization will serve as the <br /> basis for development of the work plan.The memo will be finalized after the workshop based on City input. <br /> Task 3-Deliverables: <br /> - Program Assessment Workshop Agenda/Presentation <br /> - Program Assessment Summary Memo(Draft and Final) <br /> Phase 2—Develop Work Plan <br /> Task 4—Develop Work Plan <br /> Carollo will develop a work plan to address the deficiencies identified from the high-level program <br /> assessment performed in Phase 1.The work plan shall include a schedule that spans a minimum of six years <br /> so that it covers the time period of the initial WSMP through the first WSMP Update.The work plan shall be <br /> organized by the program elements shown in Attachment 1 and provide a summary of recommended <br /> activities to improve each element.The work plan will make clear which activities will occur as part of this <br /> initial WSMP(i.e.,this agreement),which activities will occur as part of future WSMP updates,and which <br /> activities although guided and referenced by the WSMP will occur through separate planning efforts(e.g., <br /> urban water management,water rate study,water connection fee study,etc.).The work plan will <br /> recommend timing of these activities for proper integration. <br /> As part of the work plan, Carollo will also develop a stakeholder outreach plan that identifies stakeholder <br /> groups and describes when and how outreach will be conducted. <br /> Carollo will prepare a memo and conduct a workshop with the City to review the work plan.The memo will <br /> be finalized after the workshop based on City input. <br /> Task 4-Deliverables: <br /> - Work Plan Workshop Agenda/Presentation <br /> - Work Plan Memo(Draft and Final) <br /> PAGE 2of7 <br />
