The following section provides an overview of the roles and <br />responsibilities of federal agencies involved in debris operations. <br /> <br />FEMA <br />• Provide technical assistance for debris operations <br />o Environmental and historical preservation review process <br />o Public Assistance grant program reimbursement process <br />o Procurement assistance <br />• Assign federal mission assignments as requested <br />o ESF-3, Public Works and Engineering <br />o ESF-10, Oil and Hazardous Material Response <br />• Administer the FEMA Public Assistance Program for Category A Debris Removal <br />o Ensure safety, eligibility, and compliance are maintained <br /> <br />U.S. Army Corps of Engineers <br />• Primary federal entity for Emergency Support Function (ESF)-3, Public Works and <br />Engineering <br />• Provide debris operations for mission assignments <br />• Provide strong technical assistance and training support to State and local agencies <br />• Enable State and local operations to the greatest extent possible <br /> <br />Us Department of Agriculture Natural Resources Conservation Service <br />• Provide technical assistance for debris removal from natural streams and creeks <br />• Provide funding for debris operations through the Emergency Watershed and Protection <br />program <br />• Partner with Alameda County in waterway conservation initiatives <br /> <br />Federal Highway Administration <br />• Supports repair and reconstruction of federal aid highways and roads on federal lands <br />• Provide funding for debris operations through the Federal Highway Administration <br />Emergency Relief Program <br /> <br />2.2.7 Private Sector Business Enterprise, Commercial Sector <br />Private businesses will have a very large role in managing mass debris operations. Jurisdictions do <br />not have enough internal resources to conduct debris operations during a widespread event without <br />the use of contracted service providers. The following provides the roles and responsibilities of <br />private-sector businesses and the commercial sector for debris operations. <br /> <br />Waste Collection Contractors: Dublin - Amador Valley Industries; Pleasanton - Pleasanton Garbage <br />Services <br /> Collect, transport, process, and divert franchised organic materials within the City service <br />areas <br /> Collect, transport, and dispose of franchised solid waste generated within the City service <br />areas
