Cities of Dublin and Pleasanton | Disaster Debris Management Plan | 2022 <br />20 <br /> <br />• Coordinate the utilization of County, other local government, state, and federal resources <br />within the OA. <br />• Support operations conducted by local governments within the County in accordance with <br />SEMS and approved mutual aid and operations plans. <br /> <br />Alameda County Resource Conservation Service <br />• Provides permitting support during the emergency/response and recovery phase for <br />debris removal in creeks <br /> <br />Alameda County Sheriff/Coroner’s Office <br />• Conduct death investigations <br /> <br />2.2.5 State Agencies <br />State agencies provide regulatory guidance and technical assistance for debris operations. The <br />following section provides an overview of the roles and responsibilities of State agencies involved <br />in debris operations. <br /> <br />CalOES <br />• Implement the California Emergency Services Act. <br />• Perform executive functions assigned by the Governor to support and enhance all phases <br />of emergency management. <br />• Coordinate debris clearance and removal operations by other State agencies. <br />• Approve all mission task orders and manage the requests until the needs have been met. <br />• Request the deployment of the National Guard to support response activities including <br />damage assessment and debris clearance operations. <br />• Coordinate with local and state entities in the compilation and dissemination of public <br />information messages. <br />• Request debris removal resources from other States through the Emergency Management <br />Assistance Compact (EMAC). <br />• Coordinate requests for assistance and participate with the federal government in operating <br />a Joint Field Office (JFO) when federal assistance is needed. <br />• Task other state agencies as needed to aid local jurisdictions in debris management <br />operations. <br />• Oversee the delivery of state and/or federal grant programs. <br /> <br />Cal EPA <br />• Provide guidance on environmental regulations regarding debris operations. <br />• Provide technical assistance for debris removal of HAZMAT (Department of Toxic <br />Substances Control). <br />• Provide support and guidance for debris removal operations (CalRecycle) including <br />potential provision of resources. <br />• Provide approvals for temporary debris management sites (TDMSs) and emergency <br />waivers of standards such as permitted capacity, throughput, and acreage for permitted <br />solid waste facilities (CalRecycle). <br />• Assist the City in properly certifying TDMSs. <br />
