incorporate ADUs, as was the case with the recently -approved Spotorno Ranch <br />development <br />7. Complete Objective Design Standards. As mentioned in this report, the City is <br />undertaking completion of ODS for residential development. In September 2021, <br />the Planning Commission reviewed draft standards for larger -scale multifamily <br />development (i.e., the remaining sites designated as part of the 2012 Housing <br />Element); these standards would incorporate the additional sites that are <br />included as part of the current Housing Element effort. Also, objective standards <br />were incorporated into the City's SB9 ordinance. As a complement to <br />development that could occur on smaller sites (not the larger Housing Element <br />sites), staff will be working with the consultant team to draft objective standards <br />for smaller infill projects. Staff recommends this effort be called out and <br />emphasized as a policy and program in the Housing Element. <br />Planning Commission. The Planning Commission supported this approach. <br />Housing Commission: The Housing Commission also supported this approach. <br />8. Smaller Units, Multifamily Projects. Staff recommends including a Housing <br />Element policy, with appropriate flexibility, to encourage smaller units in <br />multifamily projects. These units would not necessarily be in lieu of larger sized <br />units appropriate for families but would be targeted to smaller households or <br />working professionals that may not require larger units. Affordable units for larger <br />households (three bedrooms or more) will still need to be identified as a policy <br />objective, consistent with the State's identification of this as a special housing <br />need. <br />Planning Commission. The Planning Commission expressed supportfor this <br />concept. <br />Housing Commission: The Housing Commission also supported this approach. <br />9. Municipal Code Amendments for Small-scale Infill. A Housing Element policy <br />could indicate to study the municipal code for possible amendments and <br />accompanying ODS to facilitate small-scale, infill sites based on prototypes for <br />"missing middle" housing. At this time, staff does not recommend including this <br />as an explicit policy objective in the Housing Element, but this does not preclude <br />the City from pursuing such a project at some point in the future if determined to <br />be appropriate. <br />Planning Commission. The Planning Commission was less supportive of this <br />option, in acknowledgement that infill could have an impact on neighboring <br />residences. <br />Housinq Commission. The Housing Commission was interested in exploring this <br />concept further since it could be another tool, although expressed that it should <br />not be the highest priority. <br />Page 15 of 16 <br />
