4. AHOZ. Staff does not have a recommendation on this item, but the City Council <br />could consider whether the further study of an AHOZ for 100% affordable <br />housing should be included as a program in the Housing Element. <br />Planninq Commission: Some members of the Planning Commission supported <br />exploring this concept in greater detail, whereas others thought an overlay would <br />add unnecessary complexity to the City's requirements. <br />Housing Commission: The Housing Commission generally expressed interest in <br />exploring the concept of an AHOZ. <br />5. Define, "Workforce housing." Workforce housing has been discussed during the <br />Housing Element update at various stages but has yet to be defined. Staff <br />recommends that the City Council review the two draft definitions provided in this <br />report and provide direction regarding a definition. <br />Planning Commission: The Planning Commission recommended that a definition <br />not be established for "workforce housing," since it could inadvertently leave out <br />certain populations or have other unintended implications. <br />Housinq Commission: The Housing Commission supported defining, "workforce <br />housing" as Option 1 as identified in this agenda report, with the modification that <br />it specify employees, households, and wages for Pleasanton. <br />6. Streamline ADU production. Staff recommends including one or more strategies <br />to encourage construction of ADUs. <br />One of the objectives after adopting the ADU ordinance was to strategize on how <br />to streamline ADU production. An approach that some jurisdictions have taken is <br />to secure the services of a local architect or design firm to provide the public with <br />preapproved plan sets for ADUs so that a property owner does not bear the cost <br />and time associated with obtaining design and construction plans. After speaking <br />with staff from other cities that have taken this approach, staff has learned that <br />it's involved a relatively high degree of cost and effort, thus, staff recommends <br />considering alternative approaches, such as having companies that specialize in <br />ADUs provide plans for the City to pre -approve, as opposed to the City hiring a <br />design team to prepare the plans. The City of Fremont is taking this approach, <br />building a roster of companies who have pre -approved plans available, and <br />reducing fees for review when applicants choose to use them. <br />Staff also recommends including a policy to encourage or require new single- <br />family residential subdivisions to include ADUs in a proportion of lots, where it is <br />appropriate and feasible to do so. <br />Planning Commission: The Planning Commission expressed support for <br />streamlining ADU production but also cautioned that ADUs alone are not likely to <br />produce adequate amounts of affordable housing. <br />Housing Commission: The Housing Commission agreed with the Planning <br />Commission, and further suggested that more new single-family subdivisions <br />Page 14 of 16 <br />
