c. The downstream end of the gully on Parcel C (north of Lot 8) terminates in a wetland feature. Storm water discharge from this feature shall be directed to the proposed storm inlet located approximately 100' to the southwest. Because a significant tributary area contributes storm water to this feature, the design shall assure storm water is contained, captured, and directed to the pipe network. d. Sections C and F on the Vesting Tentative Map show a "Grassy Swale" along the proposed trail for Parcel B. A field inlet shall be provided at the downstream (western) end of this grassy swale to discharge any stormwater that does not percolate to the underlying soil. e. The Happy Valley Specific Plan , Chapter VII "Public Facilities", Section C "Storm Drainage", subsection 2d "Alisal Street Area and Spotorno Flat Area Drainage and Proposed Improvements", requires correction of the following deficiencies: i. Limited flooding occurs along Alisal Street at a low point along the Faith Chapel frontage. The primary cause of this is an undersized street culvert. ii. Poorly defined and incomplete roadside "V" ditches compound drainage problems in this area. The applicant shall redefine and rip- rap line all "V" ditches along the property frontages to improve roadside drainage. f. A connection between the discharge end of a new 36" storm pipe within Parcel A to the existing pipe beneath Alisal Street is proposed. The applicant shall confirm that the condition of the existing pipe is serviceable. If repairs are needed, the applicant shall complete said repairs prior to connecting. Because the existing pipe daylights at the east side of Alisal Street, a new pipe connection will require a junction structure with side openings to receive storm flows from the existing roadside "V" ditch along Alisal Street. (PROJECT SPECIFIC CONDITION) 45. MANHOLES: Referring to the Vesting Tentative Map, the curvilinear alignment of Spotorno Ranch Road at Lots 6 to 10 and 17 to 18 prompted the use of numerous manholes at close spacing. The design shall utilize manufacturer- allowed joint deflection at each storm drain and sanitary sewer pipe segment to reduce the number of manholes to the extent feasible. (Address this condition prior to improvement plan approval) (PROJECT SPECIFIC CONDITION) 46.
