However, pursuant to the analysis above, the Planning Commission <br /> anticipates conflicts related to parking demand, supply, and potential congestion would be <br /> minimized since drop-off/pick-up related parking is generally short term, allowing for a <br /> "turnover" of the adequate available spaces during the pick-up/drop-off periods and some <br /> proportion of students can reasonably be expected to carpool, bike or take transit, reducing <br /> the peak pick-up/drop-off parking requirement to less than one vehicle per student. <br /> Therefore, the Planning Commission believes the granting of the variance would not result <br /> in the parking or loading of vehicles on public streets in such a manner as to interfere with <br /> the free flow of traffic on the streets. <br /> F. That the granting of the variance will not create a safety hazard or any other <br /> condition inconsistent with the objectives of this chapter. <br /> The Traffic Engineering Division has reviewed the project narrative and plan and <br /> determined the proposed private school would not have significant impacts on the existing <br /> or future traffic levels, circulation, and parking. The Planning Commission expects all <br /> students and staff would adhere to all posted traffic warning signs in the area, and legally <br /> cross the street using crosswalks, etc. All approaches at the Neal Street/Second Street <br /> intersection are stop-sign controlled with striped crosswalks. Collectively, the number of <br /> persons and vehicles traveling to/from the subject site would be far less than those <br /> regularly attending church activities at the same location; thus, based simply on the <br /> maximum number of persons and vehicles no safety hazards would be created.
