As such, the CUP and <br /> Variance/Parking Variance applications are before the Planning Commission for consideration. <br /> As proposed and conditioned, staff believes the use is consistent with the objectives of the <br /> Downtown Specific Plan and zoning district and would be compatible with the surrounding <br /> uses, and that the findings for the Parking Variance can be made. Conditions of approval have <br /> been included which would ensure the safety and general welfare of the surrounding area, and <br /> the City in general, is maintained. <br /> BACKGROUND <br /> The applicant is requesting approval of a CUP to establish a private school at 118 Neal Street, <br /> within an existing church building, with a maximum of 25 students at any one time. The private <br /> school would provide instruction for students in kindergarten through 12th grades. The <br /> applicant formerly operated a similarly sized private school at 5901 Coronado Lane (Ridgeview <br /> Hope Church). The applicant lost their lease, which had allowed for their operation over the <br /> past three years at the former location, in mid-2021. Therefore, the applicant seeks to relocate <br /> the private school to the proposed location, which also is the home of the related Lighthouse <br /> Baptist Church (both established in 1992). The subject site is located within the Downtown <br /> Specific Plan Area (Residential) and is zoned RM-4 District. Pursuant to the PMC, private <br /> schools are conditionally allowed within the RM-4 District, requiring the approval of a CUP. A <br /> Variance/Parking Variance is also requested to allow all required on-site parking for school <br /> staff to be located at an off-site location not adjoining the subject site. The applicant seeks <br /> relief from PMC Section 18.88.050.A, which states, "In all districts except the C-C, MU and P <br /> districts, off-street parking facilities shall be located on the same site as the use for which the <br /> spaces are required or on an adjoining site or a site separated only by an alley from the use for <br /> which the spaces are required." Accordingly, the CUP and Variance/Parking Variance <br /> applications are before the Planning Commission for consideration. <br /> SITE AND AREA DESCRIPTION <br /> The subject site is an approximately 0.28-acre parcel located at the northwest corner of Neal <br /> and Second Streets. The site contains a single, one-and-two-story church building (initially <br /> constructed in 1905), which is currently occupied by the Lighthouse Baptist Church, and is <br /> approximately 6,646 square feet in area. <br /> There are no parking spaces on the subject site; however, there are two dedicated (for the <br /> church) on-street passenger loading parking spaces along the Neal Street frontage. Figures 1 <br /> and 2 below show an aerial photograph of the subject site and a street view of the subject <br /> building.
