Therefore, the proposed project <br />would not result in any peculiar effects and would not result in new or more severe impacts related <br />to conflicts with existing zoning or Williamson Act contract beyond what was previously analyzed in <br />the 1998 HVSP FEIR. <br />c) Rezoning or Conversion of Forest Land <br />Would the project: Conflict with existing zoning for, or cause rezoning of, forest land (as defined in <br />Public Resources Code Section 12220(g)), timberland (as defined by Public <br />Resources Code Section 4526), or timberland zoned Timberland Production (as <br />defined by Government Code Section 51104(g))? Result in the loss of forest land <br />or conversion of forest land to non-forest use? <br />The 1998 HVSP FEIR identified that the HVSP area is composed of existing livestock grazing land, <br />open space areas, and residential development in the Happy Valley Loop.20 The HVSP did not identify <br />forest land within the plan area. Therefore, the 1998 HVSP FEIR concluded implementation of the <br />HVSP would result in less than significant impacts to rezoning or conversion of forest land. <br />The proposed project is not zoned for forest land or timberland pursuant to the HVSP. The PUD-SRDR <br />designation is intended for rural residential development and the project would develop 22 single- <br />family homes with 22 ADUs in the area designated for PUD-SRDR. These land use designations are <br />intended for rural residential development and do not support forest land uses. Furthermore, the <br />site is currently used as grazing land for livestock and does not contain forest land or significant <br />amounts of trees. These conditions preclude the potential for new impacts associated with rezoning <br />or conversion of forest land or timberland. Therefore, the proposed project would not result in any <br />peculiar effects and would not result in new or more severe impacts related to rezoning or <br />conversion of forest land beyond what was previously analyzed in the 1998 HVSP FEIR. <br />e) Pressures to Convert Farmland or Forest Land <br />Would the project: Involve other changes in the existing environment which, due to their location or <br />nature, could result in conversion of Farmland, to non-agricultural use or <br />conversion of forest land to non-forest use? <br />The 1998 HVSP FEIR does not identify priority forest land within the planning area. The 1998 HVSP <br />FEIR determined that the plan area includes active livestock grazing land and agricultural activities. <br />The 1998 HVSP FEIR concluded that the conversion of agricultural land to urbanized uses would <br />occur with cumulative plan buildout and no mitigation would be feasible. <br />The project site is designated as Grazing Land by the FMMP and does not contain forest land.
