The 1998 HVSP FEIR stated that, consistent with the HVSP, lighting would be <br />subdued, and major light and glare would be avoided. The 1998 HVSP FEIR concluded that impacts <br />related to light and glare would be less than significant. <br />The project site is surrounded by areas that contain numerous existing sources of light and glare, <br />including streetlamps and exterior residential lights. Buildout of the proposed project would include <br />residential land uses with new streets and pathways on the project site. New light sources would <br />include exterior lighting associated with residential properties and illumination of walkways, streets, <br />and patios, although the proposed project would not include the construction of the Bypass Road, as <br />originally analyzed in the 1998 HVSP FEIR. The proposed project may create a substantial source of <br />nighttime light, which may affect nighttime views in the surrounding area, especially where homes <br />would be adjacent to existing development. <br />The HVSP includes land use standards and design guidelines that would minimize potential impacts <br />of light and glare through the angling and shielding of exterior light sources downward and <br />placement of landscaping to shield light and glare from surrounding areas. Section 18.20.030 of the <br />Pleasanton Municipal Code states that Design Review requires planning commission and zoning <br />administrator review of the, “relationship of exterior lighting to its surroundings and to the building <br />and adjoining landscape” in order to preserve and enhance the City’s aesthetic values and ensure <br />the preservation of public health, safety, and welfare.15 As such, light and glare would be addressed <br />as part of the Design Review process for each project within the HVSP boundaries. <br />Additionally, construction of the proposed project would be subject to the requirements set forth by <br />the California Energy Code (California Code of Regulations Title 24, Part 6).16 Compliance with the <br />applicable lighting and energy requirements established by the California Energy Code would ensure <br />that light and glare from the proposed project would not spillover onto adjacent land uses. <br />Specifically, California Code of Regulations Title 24, Part 6, Section 132 regulates lighting <br />characteristics such as maximum power and brightness, shielding, and sensor controls to turn <br />lighting on and off. These standards require that outdoor lighting be automatically controlled so that <br />it is turned off during daytime hours and during other times when not needed. Therefore, the <br />proposed project would not result in any peculiar effects related to light and glare and would not <br />result in new or more severe impacts related to light and glare beyond what was previously analyzed <br />in the 1998 HVSP FEIR. <br /> <br />15 City of Pleasanton. 2021.
