The Spotorno residence is located on Lot 96 of the <br />HVSP, adjacent to the far northern edge of the Spotorno Ranch. <br />Elevations on the subject property range from approximately 380 feet above mean sea level (AMSL) <br />within the Spotorno Flat Area to approximately 736 feet AMSL at the crest of the hills in the east. <br />Exhibit 6 illustrates the slopes on and adjacent to the Spotorno Flat Area. Scattered oak trees are <br />located near the ridgetops and are also clustered within ravines in the hillside area. There are four <br />wetlands within the subject property, one within the Spotorno Flat Area adjacent to Alisal Street, <br />and three that are located at the base of the hillside to the east of the Spotorno Flat Area. There are <br />no trees on the Spotorno Flat Area. <br />2.2.3 - Planning Setting <br />City of Pleasanton General Plan <br />The City General Plan is the policy document that guides the long-range development of land and <br />the conservation of resources in the City of Pleasanton, and with which all other City ordinances and <br />policies must be consistent. <br />The City adopted the current General Plan 2005-2025 in July 2009. The Housing Element was <br />amended and adopted in 2015. The 2005–2025 General Plan designates the subject property as Low <br />Density Residential, and Open Space—Public Health and Safety. <br />Happy Valley Specific Plan <br />Seven specific plans have been adopted for various areas of the City and portions of the <br />unincorporated area around Pleasanton as a tool to systematically implement the General Plan. <br />These specific plans (1) act as statements of planning policy that refine the General Plan policies <br />applicable to a defined area, (2) direct regulating land use; and (3) bring together detailed policies <br />and regulations into a focused development scheme. The entirety of the project site is located within <br />the HVSP area. <br />The HVSP was adopted by the City in 1998 with the intent to develop a municipal golf course; provide <br />infrastructure opportunities for the planning area residents, and to balance the concerns of those <br />wishing to develop their properties with those wishing to retain the existing semi-rural characteristics of <br />the area.2 The project site is part of the larger Spotorno Property and is designated by the HVSP as <br />Spotorno Flat Area (a part of the Greater Happy Valley Semi-Rural Density Residential Subarea), and <br />Agricultural/Open Space Subarea.3 The HVSP was developed in a process that drew from the following <br />sources: (1) the City’s General Plan; (2) recommendations of the Happy Valley property owners and <br />residents; (3) recommendations of the City’s Golf Course Committee; and (4) recommendations from <br /> <br />2 City of Pleasanton. 1998. Page 1. <br />3 Approximately 2 acres of land located in the upper eastern portion of the project site (Lot 98) has a Planned Unit Development – <br />Medium Density Residential (PUD-MDR) land use designation by HVSP. The currently proposed project would not result in any <br />development of the Spotorno Upper Valley Medium Density Residential area. In fact, all development would occur within the <br />Spotorno Flat Area; as such, the land use for the project site is referred as PUD-SRDR and PUD-A/OS. <br />
