Community Resilience and Wellbeing; and <br />WHEREAS, the implementation of the CAP 2.0 will result in co -benefits including <br />increasing community resilience, improving public health, improving habitats and ecosystems, <br />advancing racial and social justice, supporting job creation, and improving mobility and <br />transportation safety; and <br />WHEREAS, pursuant to California Environmental Quality Act (CEQA) Guidelines <br />Section 15183.5 the City may prepare a qualified GHG Reduction Strategy or Climate Action <br />Plan to evaluate a community's cumulative impact due to GHG emission from future planned <br />development; and <br />WHEREAS, CAP 2.0 is considered a qualified reduction plan through 2030 and if a <br />project is consistent with the CAP 2.0, the Plan can be used as a basis for determining the <br />project would have less than significant impacts on the community's cumulative GHG emissions <br />under CEQA; and <br />WHEREAS, pursuant to CEQA, an Initial Study was prepared for the CAP 2.0 wherein it <br />was determined that there is no substantial evidence that the CAP 2.0 will have a significant <br />adverse effect on the environment and a Negative Declaration should be prepared; and <br />WHEREAS, the Initial Study -Negative Declaration was circulated for public review from <br />November 19, 2021 through December 21, 2021; and <br />WHEREAS, the City of Pleasanton received one comment on the Negative Declaration from <br />Confederated Villages of Lisjan Tribe indicating they had no additional comments on the <br />document; and <br />WHEREAS, at its meeting of January 26, 2022, the Committee on Energy and the <br />Environment reviewed and recommended the City Council approve the CAP 2.0 and related <br />Initial Study -Negative Declaration; and <br />WHEREAS, on February 15, 2022, the City Council held a duly noticed public hearing <br />and considered relevant exhibits, reports, recommendations of the Committee and City staff, <br />and public testimony herein and set forth prior to making its decision on the Negative <br />Declaration and CAP 2.0. <br />NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br />PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br />SECTION 1. The City Council of the City of Pleasanton does hereby adopt Negative <br />Declaration attached hereto as Exhibit A to the resolution based on the following findings: <br />1. The City Council considered the Negative Declaration together with comments <br />received during the public review process prior to acting on the CAP 2.0 <br />
