ATTACHMENT 1 <br />RESOLUTION NO. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON, <br />ADOPTING AN INITIAL STUDY -NEGATIVE DECLARATION FOR THE CITY OF <br />PLEASANTON CLIMATE ACITON PLAN 2.0 (CAP 2.0) <br />WHEREAS, California is particularly vulnerable to the impacts of climate change and <br />increased temperatures threaten to greatly reduce the Sierra snowpack, one of the State's <br />primary sources of water; and <br />WHEREAS, increased temperatures also threaten to further exacerbate California's air <br />quality problems and adversely impact human health by increasing heat stress and related <br />deaths, the incidence of infectious disease, and the risk of asthma, respiratory and other health <br />problems; and <br />WHEREAS, in 2005 the California Governor issued Executive Order (EO) S-3-05 <br />establishing statewide targets for reducing greenhouse gas (GHG) emissions to 2000 levels by <br />2010, 1990 levels by 2020, and 80% below 1990 levels by 2050; and <br />WHEREAS, in 2012 the City Council adopted the City of Pleasanton's first Climate <br />Action Plan establishing greenhouse gas emission reduction targets for 2020 aligning with the <br />statewide targets; and <br />WHEREAS, in 2016 the California Legislature adopted Senate Bill (SB) 32 deepening <br />the State's commitment to GHG emissions reductions by tightening the target to 40% below <br />1990 levels by 2030; and <br />WHEREAS, in 2018 the California Governor issued EO B-55-18 expanding upon EO S- <br />3-05 with a statewide target of reaching carbon neutrality by 2045; and <br />WHEREAS, the City of Pleasanton met the 2020 GHG reduction targets outlined in the <br />2012 CAP; and <br />WHEREAS, the City Council identified an update to the 2012 Climate Action Plan (CAP <br />2.0) as a workplan priority to respond to the changes in state targets and developments in <br />technology, and set the environmental framework for the City for the next decade; and <br />WHEREAS, the Committee on Energy and the Environment (Committee) met regularly <br />since January 2020, with a slight pause from March -July 2020, to discuss, deliberate, and <br />develop the CAP 2.0; and <br />WHEREAS, the CAP 2.0 establishes a GHG emission reduction target pathway with the <br />following targets: reduce emissions to 4.11 metric tons of carbon dioxide equivalent per capita <br />by 2030 (which reduces emissions by more than the 40% below 1990 levels called for in SB 32) <br />and carbon neutrality per capita by 2045 (which aligns with EO B-55-18); and <br />WHEREAS, the CAP 2.0 includes continuation of existing GHG mitigating City actions <br />and set of 16 new primary actions and 9 new secondary actions grouped into six sectors listed <br />below to reduce emissions: <br />
