The City Council finds on the basis of the whole record before it that there is no <br />substantial evidence that the CAP 2.0 will have a significant adverse effect on the <br />environment. <br />3. The Negative Declaration has been completed in compliance with CEQA and with <br />the CEQA Guidelines. <br />SECTION 2.
