The City Council also provided specific feedback on the draft CAP 2.0 and staff <br />implemented changes requested including: <br />• Added a Key Performance Indicator for Transportation and Land use for the <br />percent of workforce that both lives and works in Pleasanton. Page 40. <br />• Acknowledged that the Zero Emissions Vehicle Infrastructure Plan may include <br />hydrogen -fuel celled vehicles (e.g., Wheels) not just electric vehicles. Page 41 <br />and 42. <br />• For Action P11, added mention of exploring a mechanism to prioritize <br />development applications with low GHG impacts. Page 45. <br />• For Action P13, expanded the Urban Forest Master Plan to include "and native <br />habitat" rather than exclusively focusing on tree habitat. Page 52. <br />• Confirmed consideration of carbon sequestration projects on both open <br />space/public lands and partnering with Alameda County Resource Conservation <br />District to implement carbon sequestration projects on working lands/private <br />lands is incorporated. Page 53. <br />• In Section 4.5 Equity and Other Considerations for Action P4, added the specific <br />implementation consideration that adding rooftop solar to older buildings may be <br />challenging due to roof loads and will need to be considered with the ordinance <br />update. Page 70. <br />• Confirmed the City acting as an "example" is included throughout the document <br />(specific examples include E1, P2, S3, P5, P6, S5, E11, E12, and P14). <br />• Modifications to some of the document wording (e.g., clarifying that Action E2 <br />ensures a high degree (but not all due to the opt down and out options) of <br />Pleasanton is powered by 100 -percent renewable energy by committing to the <br />highest energy choice as the default to the community. Page 36. <br />• Minor formatting and grammatical corrections. <br />Though several adjustments were made to capture the feedback, the framework of the <br />document and major components were unaltered; that includes the vision, GHG <br />emission reduction targets, and major policy sectors included (i.e., Buildings and <br />Energy, Transportation and Land Use, Materials and Consumption, Natural Systems, <br />Water Resources, and Community Residence and Wellbeing). The intent of the 16 new <br />primary actions and 9 new secondary actions also remains unaltered and as detailed in <br />the Council meeting on December 21, 2021. <br />Ultimately, the final CAP 2.0 document (Exhibit A of Attachment 2) includes four <br />sections as follows: <br />Introduction: This section introduces the CAP 2.0, describes CAP 1.0 progress, <br />the shaping of the document, public process, and details the local, regional, and <br />state context (e.g., state regulations like SB 1383). <br />2. Climate Vulnerability and GHG Emissions: This section articulates <br />Pleasanton's vulnerability and current GHG emissions.
