3. Climate Solutions: This section is the main policy focus of the CAP 2.0. It <br />outlines the strategies and actions across six sectors that the City will take to <br />reduce GHGs locally, comply with state emission reduction targets, and enhance <br />the City's resilience to climate change. The CAP 2.0 includes 16 new primary <br />actions and 9 new secondary actions as well as the continuation of several <br />existing actions the City is already taking. As outlined, the City is on track to meet <br />the 2030 GHG emission reduction target and is considered a "qualified CAP" <br />through 2030. <br />4. Implementation: This section provides the CAP 2.0 implementation and <br />monitoring plan. It identifies partners, resources, and a monitoring protocol. It <br />also outlines staffing, costs, equity consideration, and phasing of CAP 2.0 actions <br />over the next 10 years. <br />Staff finds the CAP 2.0 meets the initial Climate Action plan update objectives including <br />creating a qualified CAP under CEQA. The CAP 2.0 effectively outlines the City's <br />environmental framework over the next 10 years and creates a roadmap that is both <br />realistic and implementable. The Plan sets ambitious GHG reduction targets that <br />comply with, and exceed, state targets. It identifies a set of primary actions to achieve <br />the GHG emission reduction targets that are tailored to the Pleasanton community <br />considering the unique constraints and opportunities of the City. The actions are <br />evidence -based, actionable, and achievable for the Pleasanton community. The <br />document further identifies ways to strive beyond the baseline emissions reductions and <br />includes a set of secondary actions that will deepen the City's commitment to taking <br />local action and enhance community resilience to climate change. The CAP 2.0 was <br />prepared with substantial community feedback and participation and reflects the broad <br />array of perspectives and ideas contributed by various stakeholders. <br />The Committee on Energy and the Environment reviewed the final CAP 2.0 on January <br />26, 2022, and unanimously recommended the City Council approve the plan. The <br />Committee highlighted the staffing requirements required to implement the CAP 2.0 <br />(i.e., an annual average of 1.6 FTE for just the primary actions) and the Committee <br />underscored the importance of dedicating a full time City employee to carry out <br />implementation of the Plan. <br />ENVIRONMENTAL ASSESSMENT <br />Pursuant to CEQA, the City prepared a final Initial Study -Negative Declaration <br />evaluating the potential environmental impacts of the CAP 2.0. The initial study <br />evaluated the CAP 2.0's potential impacts to 20 environmental factors and determined <br />that the project would not have a significant negative effect on the environment. The full <br />documentation can be reviewed in Exhibit A of Attachment 1. <br />The City has prepared what is considered a qualified GHG Reduction Plan under <br />CEQA. To be considered a qualified CAP, the document must: <br />• Quantify GHG emissions within a defined area <br />• Establish a GHG emission level below which planned activities would not be <br />"cumulatively considerable" <br />Page 4 of 5 <br />
