BACKGROUND <br />The CAP 2.0 process has been nearly a two-year effort with over 20 public hearings <br />and additional community and stakeholder meetings, focus groups, and extensive <br />outreach. Throughout the process, the City has received input from residents, the <br />business community, implementation partners, City Council, and City Committees and <br />Commissions on several aspects of the CAP 2.0 including the greenhouse gas (GHG) <br />emission reduction targets and which policies to include in the CAP 2.0. <br />Representing a culmination of the public process, a draft CAP 2.0 and draft Initial -Study <br />Negative Declaration were prepared and in public circulation from November 19, 2021, <br />through December 21, 2021. While the information included in the draft CAP 2.0 was <br />reflective of the public process, the intent of the public comment period was to continue <br />to implement community input, ensure the document accurately represented the <br />direction to date, confirm the document achieved initial CAP 2.0 objectives, and allowed <br />an opportunity to implement further refinements/adjustments to the draft document. <br />During the public review period, staff publicized the plan through social media, the <br />Pleasanton Weekly, TV 30, community newsletter, and project email distribution lists. <br />The plan was also shared with implementation partners and interest groups (e.g., <br />StopWaste, Zone 7, PG&E, etc.) that have participated throughout the CAP 2.0 <br />process. Additionally, there were three opportunities to provide comments verbally at a <br />Community Meeting on December 2, 2021, a Committee on Energy and the <br />Environment hearing on December 15, 2021, and a City Council hearing on December <br />21, 2021. <br />Since the close of the public comment period, staff has implemented several <br />modifications to the draft CAP 2.0 in response to the feedback received and prepared a <br />final CAP 2.0 and IS -ND (Exhibit A of Attachment 1 and Exhibit A of Attachment 2). <br />DISCUSSION <br />Throughout the nearly two-year CAP 2.0 update process, the Committee on Energy and <br />the Environment has provided guidance on several factors of the plan development. <br />The City has relied on the Committee's direction and input from residents, the business <br />community, implementation partners, and other City Commissions and Committees, to <br />inform every stage of the CAP 2.0's development. Further, the City Council has <br />reviewed and provided direction on several elements of the Plan throughout the <br />process. With this input and direction, a draft CAP 2.0 was prepared. The draft CAP 2.0 <br />(and its accompanying California Environmental Quality Act (CEQA) documentation) <br />was available for public review from November 19, 2021 through December 21, 2021. <br />Correspondence received during the public review period is summarized and attached <br />for reference (Attachment 3). Staff received feedback across all sections of the plan. <br />Several minor adjustments were made to the language throughout the plan which <br />clarified, expanded, and adjusted the text (e.g., considering feasibility of neighborhood <br />microgrids as part of Action P2 and identifying additional partners in the implementation <br />section). <br />Page 2 of 5 <br />
