��;r•�` ST E E LWAV E <br />• March 2019: The City Council voted 4-1 to prioritize reinitiation of the EPSP <br />process. <br />• March 2020: The City Council approved the EPSP process. Later in the same <br />month, the City shifted its priorities to focus on the COVID-19 pandemic and again <br />suspended the EPSP process. <br />• Mav 2021: The City received a RHNA allocation of 5,965 units. <br />• November 2021: City staff did not include Steelwave in its Housing Element <br />Update outreach process, forcing Steelwave to submit its statement of interest on <br />short notice and after the City's submission deadline. <br />As this timeline shows, the City has started-- and subsequently stopped -- the EPSP <br />process four times in the last 25 years. If planning for the Steelwave Site is deferred again, we <br />are concerned that the City's "on again/off again" approach to East Pleasanton planning work <br />will strand a valuable asset that could otherwise play a pivotal role in the City's efforts to <br />meet its Regional Housing Need Allocation ("RHNA"). To avoid such an outcome, we ask the <br />Commission to include the Steelwave Site in the Inventory it recommends to the City Council. <br />Planning for the remainder of the EPSP (including other Steelwave-owned property) can and <br />should proceed independently from planning for EPSP sites included in the Inventory. <br />Similarity to Other Sites Recommended for the Inventory <br />In the December 15, 2021 staff report, City planning staff based its recommendation to <br />exclude the Steelwave Site from the Inventory on the Site's size and location outside City limits, <br />its location adjacent to the site for a proposed Amazon distribution facility, and the need to <br />determine appropriate land uses for the Site and plan for infrastructure and circulation <br />requirements. We briefly address each of these below: <br />• Site Size and Location: The portion of the Steelwave Site under consideration is <br />approximately 123 acres and is similar in size to other sites recommended for <br />inclusion in the Inventory, a number of which range from dozens of acres to over <br />100 acres in size. As with the Steelwave Site, other sites recommended for <br />inclusion would also require annexation into the City. <br />Adiacencv to Industrial Develooment: The Steelwave Site is located adjacent to <br />the site for a proposed Amazon distribution facility. Other sites recommended <br />for inclusion in the Inventory are similarly located adjacent to industrial uses, <br />thereby demonstrating compatibility between such uses and residential <br />development <br />
