• Site 1: Lester: Concerns about hillside grading <br />• Site 2: Stoneridge Shom)ina Center: Concerns with added congestion to an already busy <br />area. <br />• Site 3: PUSD Donlon: Concern with additional traffic directly adjacent to Donlon School <br />which already has school pick-up and drop-off congestion. <br />• Site 10: VallevCare: Concern due to the potential need for this site to accommodate <br />expanded medical/healthcare uses by the hospital in the future. <br />• Site 11: Old Santa Rita: Concern due to loss of space for small, service commercial and <br />light industrial businesses <br />• Site 23: Sunol: Concern due to the large number of units proposed and potential traffic <br />issues <br />• Site 28: Steelwave: Concerns about compatibility issues with nearby industrial <br />development, pollutants from prior uses, and impacts on adjacent residential, as well as <br />implications about traffic and the extension of EI Charro. <br />DISCUSSION <br />Hiah Densitv Sites — Density Ranaes <br />Based on Commission and public comments, staff has increased the recommended density <br />ranges for the three sites (Site 2: Stoneridge Shopping Center, Site 9: Metro 580, and Site 29. <br />Oracle) from 30-60 du/ac to 45-75 du/ac. <br />For the remaining high-density sites, staff is recommending adjusting the densities from 30 du/ac <br />to a range of 30-40 du/ac to allow greater design flexibility. However, for capacity estimates, at <br />this time staff continues to recommend taking a relatively conservative approach in the <br />estimation of zoning capacity for these sites, using the minimum of 30 du/ac. <br />Based on guidance provided by HCD for higher -density housing sites, the inventory needs to <br />reflect a realistic capacity that takes account of aspects like physical constraints, necessary on- <br />site infrastructure and circulation, parking, and development standards like height and setback <br />requirements. A density of 30 du/ac is considered a "safe harbor" assumption for these sites as <br />a starting point for the inventory. Staff will be reaching out to HCD over the coming months for <br />consultation on the initial sites inventory and assumptions, and if opportunities are available to <br />increase capacity assumptions for some of the higher density sites, will fold this into the <br />analysis. <br />Recommendations for Sites List <br />While the ranking is a helpful starting point as to sites likely to offer the best transit access, and <br />access to services, other factors and policy considerations will come into play in the site <br />selection process, and which could re -rank or raise in preference some sites over others based <br />on the scores they received. <br />To assist the Planning Commission in its decision-making of the inventory, staff reviewed all of <br />the sites based on consideration of the initial ranking and scoring, and factors such as property <br />owner support, feasibility of development due to site characteristics and other factors, relative <br />neighborhood impact, and overall community support (or lack of opposition).
