The scoring has been updated to
include the Oracle site and the revised scoring is included in Exhibit A. As noted, the Oracle site
now ranks the highest among all sites, with 27 points scored across the various categories.
As previously discussed, the sites criteria scoring is intended to provide a screening level
evaluation of the sites, based to the extent possible on objectively measurable criteria. In
addition to this scoring, other factors including community preferences, land use compatibility,
sites feasibility and other aspects will also be taken into consideration when evaluating and
selecting sites. (See discussion below)
Staff has included all of the public correspondence received since the last Planning Commission
meeting (see Exhibit D), as well as a complete meeting summary from the Sites Inventory
Community Meeting (see Exhibit C).
Although a variety of input has been provided, the most prevalent public comments urged the
City to retain small business centers (generally) where feasible, with the majority of the
comments expressing concerns about loss of long-time neighborhood -serving commercial uses
at Valley Plaza and Mission Plaza, two shopping centers on Santa Rita Road. Commenters
urged that these two sites, in particular, be removed from the list of recommended sites to move
forward to the next round.
Other comments on sites for which there were individual questions or concerns (but not
necessarily strong opposition or concerns expressed by across the board, or a range of
opinions, including support, included:
Housing Element Update Planning Commission
10 of 14
