In addition, staff held a Community Workshop on December 1, 2021, to <br />solicit community feedback on the sites. <br />Staff is now requesting the Planning Commission receive summaries of the Housing <br />Commission and Community Workshop meetings and provide a recommendation to the City <br />Council regarding which sites from the initial list of sites should be carried forward into the <br />required California Environmental Quality Act (CEQA) analysis for the Housing Element. The <br />final list of sites will be further refined through forthcoming steps of review, analysis and public <br />input, in conjunction with adoption of the Housing Element in early 2023. <br />As such, sites identified at this time to be carried forward for environmental analysis are not <br />guaranteed to be included in the final inventory, nor are any development rights or entitlements <br />provided until the Housing Element is adopted and rezonings are completed. <br />BACKGROUND — MEETING SUMMARIES <br />November 10, 2021, Plannina Commission Meetina <br />On November 10, 2021, the Planning Commission reviewed a list of potential sites under <br />consideration for rezoning to allow future residential development. After receiving public <br />comment and holding an initial discussion of the initial draft sites, the Planning Commission <br />provided the following input to be taken into consideration prior to returning with a final <br />recommendation of sites: <br />• Utilize a 50 percent buffer in determining the initial inventory (for analysis in the CEQA <br />document), as recommended by staff. <br />• The density ranges proposed by staff appear appropriate, and a blend of densities <br />should be considered within the overall inventory, although the greatest focus should be <br />on higher density and affordable housing. <br />• Consider densities greater than 30 dwelling units per acre (du/ac) and up to 60 du/ac on <br />the high-density sites as suggested and consider increasing densities on some selected <br />sites up to 75 du/ac, with a 45 du/ac minimum density on others. Also consider a <br />minimum density of at least 40 du/ac on sites that currently have density designation of <br />30 du/ac in order to encourage podium parking and other site amenities. Consider <br />increasing the maximum zoning on existing (5'h Cycle) Housing Element sites. <br />Keep Site #28: SteelWave and #20: Boulder Court among the initial recommended sites <br />for consideration. <br />• Remove Site #17: Mission Plaza from the recommended sites for consideration. <br />B Move Site #18: Valley Plaza to the bottom of the priority list of sites under consideration. <br />November 17. 2021. Housing Commission Meetina <br />The Housing Commission also reviewed the list of prospective sites at its November 18 <br />meeting.
