Public Comments <br />STAFF RECOMMENDATION <br />Staff recommends the Planning Commission review and provide a recommendation of sites to <br />consider for purposes of future residential development as part of the Sites Inventory for the 6th <br />Cycle (2023-2031) Housing Element Update. <br />SUMMARY <br />Work is proceeding on the 2023-2031 (6th Cycle) Housing Element Update, which among other <br />components, will include an updated inventory of sites that can accommodate the City's <br />Regional Housing Need Allocation (RHNA). Based on a preliminary evaluation of the capacity <br />of existing sites that are zoned for residential development, there is a need to identify <br />additional locations that would allow for residential use, including sites suitable for both lower- <br />income and market -rate housing. <br />As a starting point for creating the Housing Element Sites Inventory, staff identified a list of <br />potential housing sites for consideration and presented a summary and analysis of each site, <br />as well as a calculation of the estimated yield of units for each site based on an assumed <br />density within a preliminary range. The preliminary list of sites, density assumptions and <br />evaluation of capacity was presented to the Planning Commission on November 10, and <br />Housing Commission on November 16 for discussion and input as to potential refinements to <br />Housing Element Update Planning Commission <br />1 of 14 <br />
