20-29 du/ac as moderate -income), it is not required to do so, and could assume that
higher density projects will yield moderate or above -moderate units as well.
Table 2 summarizes the above density and affordability assumptions, for reference.
Table 2: Affordability and Default Densities
Density Category Density
Range
Low Density 2-7 du/ac
Low/Medium Density 8-14 du/ac
Medium Density 15-25 du/ac
High Density 30 du/ac +
Income Level Potentially
Accommodated in Inventory
Above- Mod, Low
Mod.
Based on the described default densities, staff and the Planning Commission
recommended taking a relatively conservative approach in the estimation of zoning
capacity for the sites, using an "average" density, for the low and medium density sites
rather than the maximum or top of a density range and a minimum density for the high-
density sites (30 or 45 du/ac, depending on the site).
Densitv Ranges and Housina Tvpes:
As recommended by the Planning Commission, and also supported by the Housing
Commission, the sites inventory will reflect a range of densities for different sites. The
following four density ranges have been identified for each of the prospective sites in the
inventory:
• Low Density: Between 2 and 7 du/ac
• Low/Medium Density: Between 8 and 14 du/ac
• Medium Density: Between 15 and 25 du/ac
• High Density: 30 du/ac and greater
0 30-40 du/ac
0 30-60 du/ac
o 45-75 du/ac
Given the number of units in the City's RHNA, at the initial Planning Commission meeting
on November 10, the Commission recommended zoning greater than 30 du/ac on sites in
close proximity to BART and the freeway to accommodate more units on fewer sites and
to provide an opportunity to blend densities, with mixed density housing types on
individual sites. It is acknowledged that Pleasanton has not historically allowed densities
in excess of 40 du/ac, and these density ranges would be considerably higher than any
project that has been built in the past. However, the Planning Commission and Housing
Page 5 of 18
