Preliminary Sites Inventory - Data Summaries and Ranking <br />for Sites Under Consideration <br />B. Existing Residential Capacity and Pipeline Projects <br />C. Initial Staff Recommended Site Inventory <br />STAFF RECOMMENDATION <br />Staff recommends the Planning Commission review a list of potential sites under consideration <br />for future rezoning for residential development as part of the Sites Inventory for the 6th Cycle <br />(2023-2031) Housing Element Update and provide initial feedback. <br />SUMMARY <br />Work is proceeding on the 2023-2031 (6th Cycle) Housing Element Update, which among other <br />components, will include an updated inventory of sites that can accommodate the City's <br />Regional Housing Need Allocation (RHNA). Based on a preliminary evaluation of the capacity <br />of existing sites that are zoned for residential development, there is a need to identify <br />additional locations for future re -zoning to allow for residential use, including sites suitable for <br />both lower-income and market -rate housing. <br />As a starting point for creating the Housing Element sites inventory, staff has identified a list of <br />potential housing sites for consideration, provided a summary and analysis of each site, as <br />well as a calculation of the estimated yield of units for each based on the average density <br />within a preliminary range specified for each site. <br />Over the course of two meetings (this meeting, and one in December), staff requests the <br />Planning Commission's input and recommendation to City Council on the list of sites to be <br />carried forward for analysis in the Housing Element EIR.
