City of Pleasanton <br />Pleasanton Climate Action Plan 2.0 <br /> <br />78 <br />The CAP 2.0 is a policy document containing strategies and policies that are consistent with the <br />Pleasanton General Plan Circulation Element and Pleasanton Bicycle and Pedestrian Master Plan. <br />CAP 2.0 Action P8 facilitates the adoption of a new ordinance that would require new commercial <br />development to include amenities for bicyclists such as secured bicycle parking and employee locker <br />rooms with showers, as well as dedicated bicycle parking for new multi-family residential <br />development, and Action P9 would create a policy that allows community members to request the <br />installation of new bicycle parking racks in public property. Additionally, CAP 2.0 Action P10 seeks to <br />improve public transit connections to destinations within and nearby the City to make public transit <br />a more attractive mobility option, and Action S4 would establish programs, such as bike safety <br />courses, to increase the use of active transportation and school buses by students. These CAP 2.0 <br />actions would advance active transportation and public transit within Pleasanton and decrease VMT <br />and associated air pollutants and GHG emissions. <br />These CAP 2.0 actions would be consistent with the Pleasanton General Plan Circulation Element <br />and Bicycle and Pleasanton Pedestrian Master Plan goals related to improving multi-modal facilities, <br />reducing VMT and single-occupancy vehicles, encouraging active transportation, and reducing <br />vehicle congestion within Pleasanton. Furthermore, the CAP 2.0 would seek to reduce VMT within <br />the City, consistent with CEQA Guidelines section 15064.3, subdivision (b). Therefore, the CAP 2.0 <br />would result in no impact related to consistency with plans addressing the transportation circulation <br />system and CEQA Guidelines section 15064.3, subdivision (b). <br />c. Would the project substantially increase hazards due to a design feature (e.g., sharp curves or <br />dangerous intersections) or incompatible use (e.g., farm equipment)? <br />d. Would the project result in inadequate emergency access? <br />The CAP 2.0 is a policy document containing strategies that are consistent with the Pleasanton <br />General Plan and would not facilitate development beyond that allowed under the Pleasanton <br />General Plan. Implementation of some CAP 2.0 actions, such as Action S8 which would provide for <br />the addition of new green stormwater infrastructure, may involve construction within the local <br />right-of-way. Construction activities have the potential to require lane closures and may impact <br />traffic and vehicle speeds on the affected roadways; however, these impacts would be temporary <br />and access to roadways would generally be maintained throughout project construction. <br />Furthermore, future projects involving work in the public right-of-way would be required to <br />coordinate with the City to ensure appropriate construction staging and adequate vehicular and <br />pedestrian access on adjacent roadways pursuant to PMC Chapter 13.04, Encroachments.89 <br />Compliance with the PMC would ensure that significant impacts to the circulation system design, <br />including safety impacts and emergency access, would not occur. As such, construction of CAP 2.0 <br />projects would not create transportation design hazards or result in inadequate emergency access. <br />Furthermore, the CAP 2.0 would facilitate increased active transportation and public transit use and <br />decreased VMT within Pleasanton, which in turn would reduce potential transportation hazards and <br />congestion conditions that can hinder emergency response.
