BACKGROUND <br /> The PPC was acquired by the City of Pleasanton in 2007 and represents an important <br /> piece of Pleasanton history for the community. The City has invested time and <br /> resources to repair and improve the site, and in 2014 adopted a Master Plan and <br /> Implementation Plan to further guide these efforts. To date, the City has implemented <br /> four significant phases of improvement, and in 2021 sought out vendors to provide <br /> burial services and grounds maintenance to help preserve the PPC's rich history. <br /> Due to the expiration of the current contract on December 31, 2021, Engineering and <br /> Library and Recreation Departments staff jointly developed a RFQ for burial services <br /> and/or grounds maintenance at the PPC. In the RFQ, staff made it clear that the City <br /> was seeking vendors to provide any of the following: <br /> • Proposals for burial services at the PPC <br /> • Proposals for grounds maintenance at the PPC <br /> • Proposals for burial services and grounds maintenance at the PPC <br /> The intention of writing the RFQ in this way was to encourage as many vendors as <br /> possible to submit statements of qualifications. Finding service providers for burial <br /> services has always presented some challenges as there are few local vendors that <br /> provide these services. Also, vendors that specialize in burial services may not have <br /> background in all the grounds maintenance services required (e.g., irrigation, pest <br /> control, etc.) and conversely, a landscaping company may not have experience <br /> performing burial services. <br /> The RFQ was advertised on September 14, 2021 . Three statements of qualifications <br /> were received by the advertised due date from the following vendors: <br /> • American Cemetery Maintenance and Burial (ACMB) <br /> o Proposal for burial services and grounds maintenance at the PPC <br /> • Monte Vista Memorial Investment Group (MVMIG) <br /> o Proposal for burial services and grounds maintenance at the PPC <br /> • Terra Landscape <br /> o Proposal for grounds maintenance at the PPC <br /> DISCUSSION <br /> In November, the City's selection committee (comprised of representatives from the <br /> Engineering and Library and Recreation Departments) completed their review of the <br /> capabilities of the vendors as shown in their statements of qualifications and interviews. <br /> Based on the qualifications, the selection committee recommends working with Terra <br /> Landscape on grounds maintenance in the areas of the cemetery that do not have <br /> gravesites.
