Copies <br />of the revised MOU and Staff report from September 30, 2021, are included as <br />Attachments 1 and 2 respectively. <br />The Pleasanton Unified School District Board of Trustees met on October 28, 2021, and <br />voted unanimouslyto support the proposed MOU with two amendments. The Trustees <br />expressed support for the MOU and the SRO program with continued regular evaluation <br />to ensure program goals are met and the program demonstrates the abilityto establish <br />connections with students and police. The amendments are underlined in the text below <br />and include adding minorlanguage to the SRO Program Goals (page 9) and expanding <br />the definition of de-escalation (page 8). <br />Proposed PUSD Trustees changes: <br />SRO Program Goals (SRO MOU Page 9) <br />A. To provide support and partnership between the CITY and PUSD to <br />promote a safe atmosphere for students and staff. <br />B. To develop greater understanding, bridge support and build relationships <br />between the police and students. <br />C. To balance enforcement needs and create support and confidence. <br />D. To reduce the numberof mental health detentions under5150 or 5585 of <br />the Welfare and Institutions Code. <br />SRO MOU Page 8. The SRO will, when appropriate, engage in de-escalation <br />tactics to resolve conflict. De- escalation is the process of using strategies and <br />techniques intended to decrease the intensity of a situation including, but not <br />limited to. using restorative practices, verbal and non-verbal communication <br />techniques and non -confrontational practices to gain control. <br />City staff agrees that a goal of the SRO program includes building relationships <br />between police and youth and is supportive of that change. Staff feels that changing the <br />definition of de-escalation to include restorative practices is problematic as restoration <br />of a relationship occurs between the involved parties after the incident has resolved and <br />not in thethroes of crisis - which is when de-escalation practices are employed. Staff <br />recommends deleting the reference to restorative practices. While the other <br />recommended changes are aligned with the values and practices of PPD, staff <br />recommends inserting the words, "when possible" priorto non -confrontational practices. <br />Staff understands and supports the continued use of verbal and non-verbal <br />communication techniques and cu rrently employs non -confrontational strategies, when <br />possible, in all aspects of its service to the community. <br />Page 3 of 4 <br />
