BACKGROUND <br />Following the death of George Floyd, the community of Pleasanton gathered to voice its <br />opposition to police brutality at a protest and rally on June 5, 2020. In response, the City <br />Council hosted several special meetings to listen to and engage with the community <br />around policing in Pleasanton. During these meetings, community members expressed <br />a desire to understand the purpose of the School Resource Officer program and its role <br />in the Pleasanton community. The result of these discussions was to draft a <br />memorandum of understanding between the City and Pleasanton Unified School <br />District. <br />DISCUSSION <br />In January2002, PUSD and the Pleasanton Police Department(PPD) implemented the <br />SRO program as a joint effort to enhance the safety and well-being of students. A <br />Memorandum of Understanding (MOU) was drafted and presented to the joint <br />City/PUSD liaison committee and joint City Council/PUSD Board of Trustees meeting <br />for comment and discussion. A summary of the events leading up to the developmentof <br />the School Resource Officer(SRO) MOU is chronicled below: <br />• During the 2019-2020 school year, PUSD and the PPD began gathering sample <br />SRO MOUs from other school districts. <br />• On August20, 2020, the Pleasanton City Council provided direction to City of <br />Pleasanton staff to engage with PUSD on the involvementof SROs on school <br />campuses. <br />• During the 2020-2021 school year, PUSD site and district administrators <br />reviewed the sample MOUs and provided inputon the role of the SROs in PUSD. <br />• On April 23, 2021, PUSD staff hosted an SRO Role Work Group meeting with <br />PUSD student leaders to gather information and feedback. <br />• On May 12, 2021, PPD staff met with the City of Pleasanton Youth Commission <br />to receive feedback about the SRO program. <br />• On May 24, 2021, PUSD engaged in stakeholder surveys sent to PUSD <br />parents/guardians, students, and staff to gain an understanding oftheirdesires <br />and feelings aboutthe SRO program. <br />• The SRO MOU was developed and discussed for review and comment during <br />City of Pleasanton/PUSD liaison committee meetings held on June 8, July 13, <br />and September 14, 2021. <br />• On September 30, 2021, the MOU was broughtto the City Council and Board of <br />Trustees Joint Meeting for review and discussion. <br />Feedback from the City Council and Board of Trustees during the September 30 <br />meeting was received, and the MOU has been amended to include specific language on <br />access to student records (pg. 2, item #7), and a definition of de-escalation strategies <br />Page 2 of 4 <br />
