Since the NSSP land use designation for the property is <br /> Medium Density Residential, the proposed development will need to conform with the density <br /> as modified by the NSSP (i.e., as described further below, the NSSP allows a maximum gross <br /> density of 3.5 units per acre). <br /> The project site is approximately 1.44 acres in area; the proposed four-lot development would <br /> yield a density of 2.85 dwelling units per acre, less than the maximum allowed gross density of <br /> 3.5 dwelling units per acre. The proposal meets the General Plan and Specific Plan density <br /> requirement. <br /> In addition, the General Plan Land Use element concerning residential developments states: <br /> • Policy 8: Preserve and enhance the character of existing residential neighborhoods. <br /> o Policy 8.1: Enforce the provisions of the City's Zoning Ordinance and related <br /> planning ordinances to maintain the character of existing residential <br /> neighborhoods. <br /> o Program 8.2: Use the City's development review procedures to minimize <br /> intrusions into existing neighborhoods. <br /> • Policy 10: Provide flexibility in residential development standards and housing types <br /> consistent with the desired community character. <br /> o Program 10.1: Use planned unit development (PUD) zoning for residential <br /> properties that have unique characteristics or to accommodate development that <br /> does not fit under standard zoning classifications. <br /> The proposed project satisfies the policies and programs stated above. <br /> North Sycamore Specific Plan (NSSP) <br /> The NSSP land use designation for the site is PUD-MDR, which allows for a density of 0-3.5 <br /> dwelling units per acre. The proposed density of 2.8 units per acre (i.e., four units on the 1.44- <br /> acre site) conforms to the allowable density range. <br /> Discussion Question No. 1: Would the Planning Commission concur the proposed <br /> development is consistent with the General Plan and NSSP? <br /> 2. Development Standards <br /> The NSSP anticipates development of properties will occur through the Planned Unit <br /> Development review and approval process specified in the Pleasanton Municipal Code, <br /> including adoption of corresponding PUD zoning and a site-specific PUD plan that includes <br /> applicable development standards for the property.
