BACKGROUND AND DISCUSSION <br />At the December 17, 2019, Council meeting, the City Council authorized the City <br />Manager to enter into a Professional Services Agreement with Cascadia Consulting <br />Group for $249,985 for services related to the preparation of an updated Climate Action <br />Plan. The project began in early 2020. <br />Due to COVID-19 and shelter -in-place limitations, the community engagement strategy <br />for the project had to be modified. This was additive work, as the original "in-person" <br />community engagement plan was already prepared. The community engagement <br />strategy pivoted to virtual engagement (e.g., emails, website content, videos, <br />newspaper and television ads, online trivia, utility bill insert, Zoom calls, social media <br />posts, and other digital outreach). <br />Additionally, during a several month period when COVID-19 restrictions were initially <br />enacted, most "non-essential' City public meetings were cancelled and/or postponed. <br />This ultimately delayed the CAP 2.0 timeline as our first public hearing was slated for <br />late March 2020. The delayed timeline has required additional internal meetings and <br />coordination between City staff and Cascadia. Additional project coordination and <br />administrative tasks (e.g., additional invoicing and calendar adjustments) from Cascadia <br />have also been necessary. These items are all part of Task 1 in the Project Scope of <br />the initial Professional Services Agreement. <br />Cascadia has provided a request to increase the contract amount due to the <br />adjustments in outreach approach and timeline extension and update the term date to <br />March 31, 2022. This is the first amendment requested by the consultant for the CAP <br />2.0. Staff has reviewed the proposed contract amendment and finds the request <br />reasonable, particularly given the unprecedented circumstances. <br />Staff requests the City Council authorize the City Manager to execute an amendment to <br />the Professional Services Agreement with Cascadia to add $10,621 to the original <br />amount of $249,985 (for a new total contract amount of $260,606) for services related to <br />the preparation of the Climate Action Plan 2.0. <br />Director of <br />Community Development <br />/Fial Review: <br />Tina Olson <br />Director of <br />Finance <br />Attachments: <br />1.
