Mayor Brown closed public comment. <br /> Councilmember Narum stated this decision comes at a good time as the City Council thinks about fire, <br /> the lack of water, hydroelectric power, and the impacts of climate change. She believes this is a <br /> positive action towards the City's CAP 2.0 goals and carbon neutrality. She advised she was initially <br /> ready to put residents into Renewable 100 and delaying the commercial but after hearing the <br /> presentation and staffs willingness to outreach to the business community, she is ready to move <br /> forward with opting everyone into the Renewable 100 except CARE, FERA, and Medical Baseline <br /> accounts which will remain in Bright Choice. She moved that the City Council designate Renewable <br /> 100 as the default electricity product for both residential and commercial and industrial accounts except <br /> the CARE, FERA, and the medical baseline accounts which will remain in Bright Choice. <br /> Mayor Brown clarified businesses facing financial hardships can remain in PG&E. <br /> Councilmember Testa seconded the motion. <br /> Councilmember Balch noted residents and businesses are trying to increase the reliability of <br /> uninterrupted power and power source and is happy to hear EBCE is working on that issue. He also <br /> highlighted that businesses or residents have a choice if they do not prefer the default. He believes it is <br /> a cost-effective way to meet the City's CAP 2.0 goals considering tremendous challenges on our <br /> climate. He expressed support for the motion. <br /> MOTION: It was m/s by Narum/Testa to designate Renewable 100 as the default electricity <br /> product for both residential and commercial and industrial accounts except the CARE, FERA, and <br /> the medical baseline accounts which will remain in Bright Choice. Motion passed by the following <br /> vote: <br /> Ayes: Councilmembers Arkin, Balch, Narum, Testa, Mayor Brown <br /> Noes: None <br /> Absent: None <br /> MATTERS INITIATED BY COUNCIL <br /> Councilmember Testa requested staff bring back the discussion of the Weekend on Main extension and <br /> impact on local businesses. Councilmember Balch supported the request. Councilmember Narum <br /> advised she will report the request if PDA is part of the discussion. <br /> COUNCIL REPORTS <br /> Councilmember Narum reported Valley Link is working with CalTrans to determine how the train would <br /> go down the center of Interstate 580. She reported SB 548 is continuing to work through the legislature. <br /> She reported EBCE is in the process of purchasing its building in downtown Oakland. She reported <br /> attendance at a Livermore Amador Valley Transit Authority meeting and the Dublin BART garage is on <br /> track for mid-2023. She reported attendance at the Go Green Initiative webinar and noted the program <br /> is an incredible resource for the community. <br /> Councilmember Testa reported attendance at an Association of Bay Area Governments (ABAG) <br /> meeting and that 28 cities have filed Regional Housing Needs Assessment appeals with ABAG <br /> including Pleasanton. She also attended the Army Specialist Jameson L. Lindskog Army Reserve <br /> Center building dedication, an EBCE retreat workshop, Alameda County Mosquito Abatement meeting, <br /> and the Go Green Initiative webinar. <br /> City Council Minutes Page 13 of 14 July 20. 2021 <br />
