FINANCIAL STATEMENT <br /> The anticipated total expenditure for this three-year agreement is $2,029,542, which <br /> includes funds for Main Street planter renovations and a ten percent contingency. <br /> Funding for the project is available in the Parks Maintenance Operating Budget. <br /> BACKGROUND <br /> The Parks Division of the Operations Services Department is responsible for <br /> maintaining City owned landscapes and parks. The Parks Division uses a landscape <br /> maintenance contractor to perform landscape maintenance of City owned medians, <br /> Main Street planters, Main Street sidewalk blowing, planting areas at fire stations 1, 2, <br /> 3, 4 and 5, and will use these services in the future Transportation Corridor parking lot <br /> and pathway. <br /> The City of Pleasanton's population is approaching 82,000 within approximately 24 <br /> square miles. Within the City's boundaries are: <br /> • 85 acres of City owned and maintained medians. This accounts for <br /> approximately 40 percent of the total medians in the City. <br /> • 5 fire stations <br /> • 62 planters on Main Street <br /> It is not always practical or cost effective for City staff to perform certain landscape <br /> maintenance functions that are essential to keep the City in good order. Out-sourced <br /> contracting has been an option when cost evaluations determine that the work can be <br /> provided at a lower cost by contractors. For the past 20 years, the City has used <br /> landscaping firms to perform median maintenance as a means of allowing City staff to <br /> focus on high use and visibility areas of City parks requiring specialized maintenance. <br /> The current five-year agreement for landscape maintenance of City owned medians, <br /> Main Street planters, Main Street sidewalk blowing, and planting areas at fire stations 1, <br /> 2, 3 and 5 expires on September 30, 2021. <br /> DISCUSSION <br /> A Request for Proposals (RFP) for miscellaneous landscape services at various City <br /> owned landscapes was distributed on August 6, 2021. Invitations to bid were sent out to <br /> 13 landscaping contractors. The RFP was also posted on the City website as well as <br /> governmentbids.com, bidclerk.com, and ebidboard.com. <br /> On August 20, 2021, proposals were received from the following four contractors: <br /> Company Amount <br /> Terra Landscape $1,572,311 <br /> Del Conte's Landscaping $1,583,776 <br /> BrightView Landscape Services $2,427,000 <br /> New Image Landscape Company $2,437,758 <br /> The two most competitive contractors were interviewed by City staff on August 26, <br /> 2021 . Based on the evaluation criteria in the RFP, Terra Landscape was selected as the <br /> most qualified firm. Terra Landscape provided the most comprehensive understanding <br /> Page 2 of 3 <br />
