I 4 THE CITY OF CITY COUNCIL AGENDA REPORT PLEASANTON September 21, 2021 Operations Services TITLE: APPROVE AGREEMENT WITH TERRA LANDSCAPE FOR MISCELLANEOUS LANDSCAPE SERVICES AT VARIOUS CITY OWNED LANDSCAPES IN THE AMOUNT OF $2,029,542 FOR A THREE-YEAR TERM SUMMARY The Parks Division of the Operations Services Department is responsible for maintaining City owned landscapes and parks. The Parks Division uses a landscape maintenance contractor to perform landscape maintenance of City owned medians, Main Street planters, Main Street sidewalk blowing, planting areas at fire stations 1, 2, 3, 4 and 5, and will use these services in the future Transportation Corridor parking lot and pathway. A Request for Proposals (RFP) for miscellaneous landscape services at various City owned landscapes was distributed on August 6, 2021 . Based on the evaluation criteria in the RFP, Terra Landscape was selected as the most qualified firm. Terra Landscape provided the most comprehensive understanding of the project goals, an organized and efficient approach to performing the work in a timely manner, streamlined communications for immediate contact with field crews, demonstration of adequate staff resources, and a willingness to foster a partnership to accomplish the anticipated work. Staff recommends that the City enter into a three-year agreement with an option to extend the agreement for two (2), one-year terms, not to exceed five years total with Terra Landscape starting September 22, 2021, for a not-to-exceed amount of $2,029,542, which includes $300,000 for Main Street planter renovations and a ten percent contingency for unforeseen circumstances and related extra services as determined necessary by the City. The sixty-two planters on Main Street are replanted three times per year, which may include the complete removal and replacement of the soil and irrigation in the planters. RECOMMENDATION Approve and authorize the City Manager to execute agreement with Terra Landscape for miscellaneous landscape services in the amount of $2,029,542 including a ten percent contingency.
