improvement will also include the installation of two traffic signals (one at Commerce <br /> Circle and another at the Costco project driveway) and the expansion of both the <br /> intersection of Stoneridge Drive at Johnson Drive as well as the westbound to <br /> northbound freeway on ramp (widening from one lane to two lanes). <br /> The proposed improvements to Johnson Drive are part of the overall Project. <br /> The acquisition is required in the interest of public safety, particularly as traffic volumes <br /> increase along this corridor in the future. <br /> B. The Project is Planned and Located in the Manner That Will be Most Compatible <br /> With the Greatest Public Good and the Least Private Injury. <br /> The Project will provide: improved traffic, pedestrian, and bicycle safety; increased <br /> traffic capacity; improved bicycle, pedestrian, and disabled access; and an improved <br /> visual environment. The two properties owned by T. P. Heritage Inn of Pleasanton and <br /> S.S. Heritage Inn of Pleasanton are both currently vacant. However, the City has <br /> issued entitlements for development of a hotel on the property. The design for the hotel <br /> takes into account the Johnson Drive improvements that are contemplated in <br /> connection with the subject Resolutions of Necessity. In fact, the development <br /> approvals require that the developer dedicate to the City the same property interests <br /> which are sought to be a acquired by the subject Resolution of Necessity. It is uncertain <br /> when development of the hotel will proceed at the current time. It is necessary for the <br /> roadway improvements to be constructed now, however, due to development of other <br /> commercial facilities in the neighborhood and the resulting traffic demands caused by <br /> such development. <br /> The two properties owned by Pacific Telephone and Telegraph are improved with a <br /> commercial building and an industrial building, and associated driveways and parking <br /> lots. The buildings will not be impacted by the Project or the proposed acquisitions. <br /> Portions of the Property Interests to be acquired are within the parking lot <br /> improvements. The Project will not result in the permanent loss of any parking spaces. <br /> However, during Project construction, 30 of the overall 319 total spaces will be <br /> unavailable for use. The 289 parking spaces that will be available during construction <br /> are more than adequate to fulfill parking needs for the facility. <br /> Site improvements located in the proposed acquisition areas on the Pacific Telephone <br /> and Telegraph property include asphalt paving, concrete paving, a mailbox, and <br /> irrigated landscaping, which consists of trees, bushes, and lawn. As part of Project <br /> construction, the City will repair or replace any site improvements, landscaping and <br /> trees within the temporary construction easements that are removed, damaged, or <br /> destroyed, in the same or similar manner as the existing condition. <br /> Page 3 of 4 <br />
