The Properties are Necessary for the Project. <br /> The Project will provide: improved traffic, pedestrian, and bicycle safety; increased <br /> traffic capacity; improved bicycle, pedestrian, and disabled access; and an improved <br /> visual environment. The Properties are important and integral to the Project as planned <br /> and are therefore necessary for the overall Project. <br /> D. The Offer Required by Government Code Section 7267.2 Has Been Made to the <br /> Owners of Record. <br /> The offers to purchase the Properties required by Government Code Section 7267.2 <br /> have been sent by the City to the owners of record of the Properties. The offers have <br /> not resulted in negotiated agreements of sale. <br /> The owners of record of the Properties have been given notice of this hearing pursuant <br /> to statute. <br /> The environmental impacts of the acquisition described in the proposed Resolution of <br /> Necessity were considered in connection with the adoption of the environmental <br /> documents for the Project.
