BACKGROUND <br /> On June 1, 2021, City Council adopted the 2020 UWMP and WSCP, in accordance with <br /> the California UWMP Act (Act) prior to the required submittal to the DWR. The 2018 <br /> Water Conservation legislative updates to the Act included expanded requirements <br /> under the WSCP. The expanded requirements that were adopted in the updated WSCP <br /> which effect the PMC Chapter 9.30 include: <br /> • Inclusion of the newly required AWSDA process as criteria for assessing a water <br /> supplier's water shortage stage, and <br /> • Inclusion of a prescribed six stage water shortage level framework. <br /> City Council last adopted PMC Chapter 9.30 in June 2016 to include the incorporation <br /> of modifications identified as helpful for inclusion to the code after experience gained <br /> from activation of the Chapter during the last drought (2015-2016). Since this update, <br /> the City has incorporated drought rates through the water rate study process, and made <br /> modifications to its defined water wastes (PMC 14.04.060). The incorporation of these <br /> updates as well as minor changes added for clarity through gained experience are <br /> discussed below. <br /> DISCUSSION <br /> The proposed changes to PMC Chapter 9.30 Water Management Plan, largely provide <br /> consistency with the adopted WSCP update. Staff incorporated these updates into PMC <br /> Chapter 9.30 in the following manner: <br /> Annual Water Supply and Demand Assessment <br /> The AWSDA definition was added to the Chapter. In addition, language was added to <br /> incorporate the findings from the AWSDA as criteria to activate a given water shortage <br /> stage. <br /> Six Stage Water Shortage Framework <br /> The WSCP conforms to DWR's six standard water shortage levels corresponding to <br /> progressive ranges of up to 10-, 20-, 30-, 40-, 50-percent and greater than 50-percent <br /> shortages. The existing PMC Chapter 9.30 recognizes an adequate supply level, four <br /> stages of shortage, with one of those stages broken into two sub-stages.
