r 7
12
THE CITY OF
©_ u III Ili ili o131
CITY COUNCIL AGENDA REPORT
jLEASANTON®
September 7, 2021
Operations Services
TITLE: INTRODUCE AN ORDINANCE TO AMEND MUNICIPAL CODE
CHAPTER 9.30 WATER MANAGEMENT PLAN TO REFLECT
PREVIOUSLY ADOPTED WATER SHORTAGE CONTINGENCY PLAN
UPDATE FROM THE 2020 URBAN WATER MANAGEMENT PLAN AND
MAKE OTHER MINOR AMENDMENTS
SUMMARY
The Pleasanton Municipal Code (PMC) Chapter 9.30 Water Management Plan, codifies
the City's Water Shortage Contingency Plan (WSCP) implementation. Updates are
necessary to PMC Chapter 9.30 to align with the recent updates to the WSCP made
through the 2020 Urban Water Management Plan (2020 UWMP) adoption. These
updates address the Department of Water Resources (DWR) new six stage water
shortage framework (currently PMC Chapter 9.30 has only four stages), as well as the
inclusion of DWR's new Annual Water Supply and Demand Assessment (AWSDA) as a
component of water shortage stage assessment. The existing water conservation
measures within PMC 9.30 have been adapted to fit within DWR's defined six standard
stages, with minor modifications. The PMC Chapter 9.30 update also adapts the excess
use penalty structure to include the two added water shortage stages, with the pattern
of escalation based on previous water shortage emergency activation practices. Lastly,
the drought rate activation process was included for completeness. All amendments are
considered minor for the purpose of alignment with the already adopted WSCP; no new
restrictions or changes to violations are proposed.
RECOMMENDATION
Introduce an ordinance to amend Municipal Code Chapter 9.30 Water Management
Plan, to formally incorporate the updates made in the WSCP through the 2020 UWMP
process, and additional minor amendments.
FINANCIAL STATEMENT
No expected impact.
