r 7 <br /> 12 <br /> THE CITY OF <br /> ©_ �u III Ili ili o131 <br /> CITY COUNCIL AGENDA REPORT <br /> j�L�EASANTON® <br /> September 7, 2021 <br /> Operations Services <br /> TITLE: INTRODUCE AN ORDINANCE TO AMEND MUNICIPAL CODE <br /> CHAPTER 9.30 WATER MANAGEMENT PLAN TO REFLECT <br /> PREVIOUSLY ADOPTED WATER SHORTAGE CONTINGENCY PLAN <br /> UPDATE FROM THE 2020 URBAN WATER MANAGEMENT PLAN AND <br /> MAKE OTHER MINOR AMENDMENTS <br /> SUMMARY <br /> The Pleasanton Municipal Code (PMC) Chapter 9.30 Water Management Plan, codifies <br /> the City's Water Shortage Contingency Plan (WSCP) implementation. Updates are <br /> necessary to PMC Chapter 9.30 to align with the recent updates to the WSCP made <br /> through the 2020 Urban Water Management Plan (2020 UWMP) adoption. These <br /> updates address the Department of Water Resources (DWR) new six stage water <br /> shortage framework (currently PMC Chapter 9.30 has only four stages), as well as the <br /> inclusion of DWR's new Annual Water Supply and Demand Assessment (AWSDA) as a <br /> component of water shortage stage assessment. The existing water conservation <br /> measures within PMC 9.30 have been adapted to fit within DWR's defined six standard <br /> stages, with minor modifications. The PMC Chapter 9.30 update also adapts the excess <br /> use penalty structure to include the two added water shortage stages, with the pattern <br /> of escalation based on previous water shortage emergency activation practices. Lastly, <br /> the drought rate activation process was included for completeness. All amendments are <br /> considered minor for the purpose of alignment with the already adopted WSCP; no new <br /> restrictions or changes to violations are proposed. <br /> RECOMMENDATION <br /> Introduce an ordinance to amend Municipal Code Chapter 9.30 Water Management <br /> Plan, to formally incorporate the updates made in the WSCP through the 2020 UWMP <br /> process, and additional minor amendments. <br /> FINANCIAL STATEMENT <br /> No expected impact. <br />
