the tree density, house siting and distance from the Otto's property line would reduce light <br />impacts, and that large evening events that would cause people to drive and park at the far <br />end of the lot would be rare. He stated he felt strongly that it was a non -issue. Ms. Hagen <br />confirmed that the second page of the written narrative indicated occasional wedding and <br />baptism ceremonies could go until 11 p.m. Commissioner Allen requested the applicant work <br />with the neighbor to ensure all concerns were rectified. <br />Commissioner Morgan inquired about the landscape architect conditions to modify the plans to <br />incorporate native oak trees and native shrubs. Ms. Hagen confirmed the proposed plantings <br />and indicated efforts would be made to incorporate additional native species. <br />Commissioner Allen expressed excitement about the project and the benefit to the community <br />and commended the applicant and church for working with staff and the neighbors to reach <br />consensus. <br />Commissioner Gaidos concurred with Commissioner Allen. He stated he felt it was a great <br />gateway project to the City. <br />Commissioner Nibert concurred that it was a terrific project for the community, the church and <br />the neighbors. <br />Commissioner Pace discussed the power of symbols and representation of inclusivity in the <br />community and indicated support for the project. <br />Commissioner Morgan stated he thought the project was a good fit for the location and met the <br />diverse interests of the community. <br />Commissioner Pace moved to recommend approval of the project and related <br />applications for Cases PUD -114-01 M, P20-0995 and P20-0994 and 1) find anticipated <br />environmental impacts of the proposed development are adequately evaluated in the <br />Supplemental Environmental Impact Report prepared for the 2011 Housing Element <br />update and none of the conditions in CEQA Guidelines Section 15162 calling for <br />preparation of subsequent environmental review have occurred; 2) make PUD and CUP <br />findings for the proposed development plan as listed in agenda report; and 3) adopt <br />resolutions recommending approval of the Planned Unit Development (PUD -114-01 M), <br />Minor Subdivision (P20-0995), and Conditional Use Permit (P20-0994) to construct and <br />operate the Resurrection Greek Orthodox Church within a 9,792 -square -foot church and <br />24,971 -square -foot multi-purpose building with gymnasium on a 4.3 -acre portion of the <br />16 -acre Pleasant View Church of Christ site, subject to Resolution and conditions of <br />approval listed in Exhibits Al and A2, and forward the application to the City Council for <br />public review and hearing. <br />Commissioner Gaidos seconded the motion. <br />ROLL CALL VOTE: <br />AYES: Commissioners Allen, <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br />Brown, Gaidos, Nibert, and Pace <br />Excerpt: Draft Planning Commission Minutes, July 14, 2021 Page 3 of 4 <br />
