the existing creek and north of Dublin Canyon Road, in an area that includes a well but <br />is otherwise vacant. <br />Beyond the improvements noted above, the majority of the site is undeveloped, with <br />predominantly ruderal/non-native grasslands and mixed oak/bay woodland trees along <br />the creek. <br />PROJECT DESCRIPTION <br />The applicant proposes to construct and operate a 9,792 -square -foot church and <br />24,971 -square -foot multi-purpose building in multiple phases on a 4.3 -acre portion of <br />the site. The church building would include a sanctuary/nave with seating for up to 358 <br />people as well as a vaulted choir loft. The multi-purpose building would be two -stories <br />and include administration offices, religious education/study rooms, a commercial <br />kitchen, and a gymnasium. As part of the site improvements, the applicant is proposing <br />to construct 121 parking spaces on the subject site. <br />The Project is proposed to be completed in phases. The first phase (Phase 1) will be to <br />grade the site and prepare the site for construction (utilities, pads, landscaping, <br />hardscaping). The second phase (Phase 2) will be the construction of the 9,792 -square - <br />foot church. Phases 1 and 2 are anticipated to take between 2-5 years to complete. The <br />third phase (Phase 3) is to be completed in three subphases to construct the 24,971 - <br />square -foot multi-purpose building. Phase 3 is anticipated to occur within 5-15 years, <br />with the complete relocation of the church's existing facility from its current location in <br />Castro Valley within 15 years. <br />Site Plan and Access <br />The applicant is proposing to subdivide the roughly 16 -acre parcel into two parcels (one <br />parcel for the existing Pleasant Valley Church of Christ, and one parcel for the new <br />Greek Orthodox Church). Figure 2 shows the proposed 4.3 -acre portion of the site. The <br />proposed new church parcel will extend from the top of the southern bank of the creek, <br />with the creek and remainder of the site remaining within the existing church parcel. The <br />new church site will be approximately 4.3 -acres and will be accessed from two <br />driveways off Dublin Canyon Road, just west of Laurel Creek Drive. The multi-purpose <br />building will be setback approximately 25 feet from the property line along Dublin <br />Canyon Road; however, the two-story portion of the building will be stepped back <br />considerably further, at approximately 87 -feet from the property line. <br />The multi-purpose building will also be setback 35 feet from the adjacent single-family <br />property line to the west, separated by a driveway, and 15 -foot landscape buffer. The <br />principal vehicle access for church patrons and guests will be provided by the main <br />central driveway. The far western driveway will primarily be used as a service entry for <br />garbage pick-up, deliveries, and emergency vehicle access. <br />Page 4 of 12 <br />
