DRAFT June 15, 2021 | Page 9

3. Collaborators
• City Staff: Meet with relevant collaborators and develop procurement
processes. Enter into or amend contracts with relevant direct service providers
(if the City delegates some of its recovered organic waste procurement
obligations). Comply with recycled-content paper requirements.
• Direct Service Providers (TBD): Use or distribute recovered organic waste
products on behalf of the City, at City’s option (e.g., PGS, East Bay Community
Energy).
• StopWaste: Work with the City to discuss and potentially implement regional
procurement solutions.
4. Costs
The City will have one-time costs of approximately $5,000 to $8,000 for planning these
activities and ongoing costs of $150,000 to $247,000, depending on the recovered
organic waste product type selected.
Figure 5: Brief Cost Overview – Product Procurement
RECOVERED ORGANIC WASTE PRODUCT
PROCUREMENT
One-Time
Implementation ($) Ongoing Annual ($/Year)
Low High Low High
$5,173 $7,992 $150,101 $246,686

5. Schedule
The City will need to develop procedures in 2021 for procurement and begin procuring
products and submitting annual reports in 2022, and annually thereafter.
D. Ordinances and Policies
1. Requirements
SB 1383 regulations require jurisdictions to pass ordinances or other enforceable
mechanisms to mandate SB 1383 compliance by generators and other regulated
entities.
2. Key Activities
The City will need to amend its Municipal Code to include SB 1383 enforcement
provisions for generators and other regulated entities in the City. StopWaste has
drafted a County-wide model SB 1383 enforcement ordinance for member agencies to
adopt. HF&H recommends that the City use the StopWaste County-wide model
enforcement ordinance as a base, with review and amendments as needed to align
with the City’s specific programs and collection systems prior to adoption. This County-
wide ordinance will supersede the current Mandatory Recycling Ordinance for the
County.
