Schedule <br />The implementation tasks must commence immediately and will continue through <br />2021. The City must initiate the compliance and enforcement program beginning <br />January 1, 2022. Between January 1, 2022 and December 31, 2023, the City must <br />provide education and outreach materials to non-compliant generators, with <br />expansion in enforcement requirements to include NOVs and penalties commencing <br />January 1, 2024. Annual requirements are ongoing. <br />C. Product Procurement <br />1. Requirements <br />SB 1383 regulations contain two primary requirements for jurisdictions surrounding <br />product procurement: <br />• Beginning January 1, 2022, jurisdictions shall annually procure a quantity of <br />recovered organic waste products. The procurement target will vary based on <br />the jurisdiction’s population and recovered organic waste commodity chosen <br />(or combination of commodities). <br />• Jurisdictions will also be required to procure recycled-content paper products <br />and printing and writing paper if they cost the same or less than comparable <br />virgin materials, in accordance with Public Contracts Code Sections 22150- <br />22154. <br />2. Key Activities <br />HF&H recommends that the City meet with collaborators such as StopWaste, PGS, and <br />other relevant service providers to discuss procurement options. The City will need to <br />amend its Franchise Agreement with PGS for recovered organic waste product <br />procurement requirements if the City decides to delegate some or all recovered <br />organic waste procurement to PGS. The City will need to establish processes and <br />contracts for annual procurement of recovered organic waste and recycled-content <br />paper. These planning activities will inform the development of the City’s <br />Environmentally Preferable Purchasing Policy (EPPP), as described below. <br />
