(EIR) prepared for the Pleasanton 2005-2025 General Plan, certified in July 2009 which was <br /> adopted and certified by the City Council in 2009 under City Council Resolution No. 09-312. In <br /> order to provide additional project-level analysis, the applicant provided an additional Arborist <br /> Report/Tree, Biological Resources Analysis, Geotechnical Investigation, Noise Assessment <br /> Study, and Health Risk Assessment Memorandum. The assessments identified measures <br /> sufficient to reduce project impacts to a less-than-significant level, and these measures are <br /> incorporated as conditions of approval. In addition, the technical studies identified no new <br /> information or changed circumstances that would require supplemental environmental review <br /> and is consistent with the previously approved EIR and that it is adequate to serve as the <br /> environmental documentation for this Project and satisfy all the requirements of the CEQA and <br /> therefore confirms that no further environmental review is required. <br /> SUMMARY/CONCLUSION <br /> Staff believes that the proposed project is well designed and in keeping with the semi-rural <br /> character of Dublin Canyon Road and the existing General Plan and Zoning designations. In <br /> addition, conditions of approval have been recommended which will ensure that the safety and <br /> general welfare of the surrounding area is maintained. Staff believes that the facility will fulfill a <br /> community need and that the proposed location is appropriate. Since the assessment determined the noise levels would be acceptable for <br /> single family homes, staff has concluded they would be acceptable to a religious facility as well <br /> where the threshold is not as high. In addition, the City normally allows construction to occur <br /> from 8:00 a.m. to 5:00 p.m., Monday through Friday, with Saturday construction allowed if <br /> there are no nearby residents that could be affected by construction noise or activities. Since <br /> there are existing residences in close proximity of the proposed project site, staff is not <br /> recommending Saturday construction be allowed. <br /> PUBLIC NOTICE <br /> Notice of this application was sent to surrounding property owners and tenants within a <br /> 1,000-foot radius of the site. Staff has provided the location and noticing maps as Exhibit D for <br /> reference. At the time of the report publication, staff received no comments or concerns <br /> regarding the proposed project. Any additional public comments received after publication of <br /> this report will be forwarded to the Commission. <br /> ENVIRONMENTAL ASSESSMENT <br /> The proposed project is consistent with the development density, land uses, development <br /> standards and other key parameters established by the Pleasanton Municipal Code, PUD <br /> Development Plan, and General Plan, which were reviewed pursuant to CEQA in a previously <br /> certified and/or adopted environmental document including the Environmental Impact Report <br /> PUD-114-01M, 11300 Dublin Canyon Road Planning Commission <br /> 14 of 15 <br />rty lines are generally located at the top of the southern <br /> bank of the Dublin Creek.
