BACKGROUND <br /> The Utilities Division is responsible forthe operation and maintenance of stationary <br /> generators at six water boosting stations, seven sewer lift stations, and two portable <br /> generators. City staff operates each of these generators monthly to ensure that they are <br /> ready for operation. <br /> In July 2019, the City entered into an agreement with Got Power, Inc. for both the repair <br /> of City owned back-up generators and the as-needed rental of generators. The <br /> agreement also includes response for after hours and weekend emergency repairs that <br /> take place throughout the year. With the onset of PG&E's PSPS events, this contract <br /> will be used to support generator needs for the City systems as well as the Castlewood <br /> water system's two generators. Got Power has also assisted City staff standardizing <br /> generator connections at sites that do not have permanent generators. The <br /> standardization of the portable generator connections will help staff get a station up and <br /> running quickly during an outage or an emergency, mitigating downtime or loss of <br /> service. <br /> The annual not-to-exceed amount with Got Power, Inc. has been $250,000. Due to <br /> variability of power outages and PSPS events, this is the first year the City has rented <br /> four generators for the City and two generators for the Castlewood water system year- <br /> round.Staff has also worked with Got Power, Inc. through the year to ensure all City <br /> owned generators are properly maintained and ready for operation in case of an <br /> emergency or PSPS event. Based on the funding needed for the rental costs and <br /> repair/maintenance costs, staff recommends amending the agreement with Got Power, <br /> Inc. for an additional $100,000 fora not-to-exceed amount of$350,000 for FY 2020/21 <br /> and FY 2021/22. <br /> A project to perform an evaluation of emergency power systems that will identify critical <br /> water and sewer facilities requiring operation during utility power outages is included in <br /> the City's Capital Improvement Program.
