BACKGROUND <br /> The City has an ongoing need for general civil engineering services. The types of work <br /> needed may include, but are not limited to, general consulting, peer review, civil <br /> engineering, plan checking, Capital Improvement Program project design, engineering <br /> recommendations for emergency situations, survey, computer or manual drafting, and <br /> other tasks associated with Public Works infrastructure design, construction, and/or <br /> operation as assigned and directed by the City Engineer. These services will provide <br /> support for engineering services for various City capital improvement and private <br /> development related projects. Since this is a varied and ongoing need, the City has <br /> found the best method for acquiring these services is through utilization of"on-call" <br /> contracts. <br /> On June 7, 2016, the City awarded three-year, as-needed professional services <br /> agreements to CSG Consultants, Inc., Quincy Engineering, and Pakpour Consulting <br /> Group, Inc. to provide general civil engineering services. The contract was extended <br /> twice and, therefore, expires on June 30, 2021. To ensure these types of services are <br /> readily available when needed, staff advertised a Request for Qualifications (RFQ) <br /> package on November 7, 2020. The RFQ described the type of work needed, indicated <br /> that the City would be seeking multiple firms to perform the work, and that the intention <br /> was to enter into a three-year on-call contract with work assigned on an as-needed <br /> basis. <br /> DISCUSSION <br /> A total of 13 civil engineering firms submitted Statements of Qualifications (SOQs) in <br /> response to the request. City staff reviewed the SOQs and invited the seven highest- <br /> rated respondents for virtual interviews. A panel of four city staff members familiar with <br /> project needs and types of services conducted interviews with the following seven firms: <br /> Pakpour Consulting Group, Inc. Pleasanton, California <br /> Bellecci & Associates, Inc. Pleasanton, California <br /> Wood Rodgers, Inc. Pleasanton, California <br /> Michael Baker International Walnut Creek, California <br /> Mark Thomas Oakland, California <br /> Ruggeri-Jensen-Azar Pleasanton, California <br /> Harrison Engineering Inc. Pleasanton, California <br /> Staff contacted the references provided by each of the seven firms to obtain feedback <br /> on past contractual experiences. Based on the ratings of the SOQs, interviews, and <br /> reference inquiries, staff recommends awarding contracts to four firms: Pakpour <br /> Consulting Group, Inc., Mark Thomas, Wood Rogers, Inc., and Ruggeri-Jensen-Azar. <br /> Staff believes these four firms are the most qualified to provide the required general civil <br /> engineering services for the fiscal years 2021- 2024. <br /> The term of the on-call contracts is for three years with the option of two one-year <br /> extensions if mutually agreed upon. <br /> Page 2 of 3 <br />
