CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> June 1 , 2021 <br /> Engineering <br /> TITLE: APPROVE PROFESSIONAL SERVICES AGREEMENTS FOR ON-CALL <br /> GENERAL CIVIL ENGINEERING WITH THE FIRMS OF PAKPOUR <br /> CONSULTING GROUP, INC., MARK THOMAS, WOOD RODGERS, INC., <br /> AND RUGGERI-JENSEN-AZAR <br /> SUMMARY <br /> The City has a need for general civil engineering services for various projects. City staff <br /> advertised a Request for Qualifications (RFQ) seeking Statements of Qualifications <br /> (SOQ) from firms interested in providing these specialized services on an on-call basis, <br /> with a submittal deadline of December 4, 2020. In response, 13 firms submitted SOQs. <br /> After reviewing all thirteen statements, staff invited the top seven consultant teams to <br /> participate in virtual interviews. Based on each firm's qualifications, interview <br /> performance, and inquiries to their provided references, staff recommends that City <br /> Council award on-call contracts to the top four firms: Pakpour Consulting Group, Inc., <br /> Mark Thomas, Wood Rogers, Inc., and Ruggeri-Jensen-Azar. The contract terms are <br /> July 1, 2021 , to June 30, 2024, with the option for two one-year extensions if mutually <br /> agreed upon. The contracts are capped at an aggregate, not-to-exceed total amount of <br /> $750,000. There is no guaranteed amount of work to any of the four firms, and there is <br /> no guarantee that the total not-to-exceed amount of $750,000 will be expended over the <br /> contract period. Work will be assigned based solely upon recognized need and will be <br /> associated with a budgeted Capital Improvement Project. <br /> RECOMMENDATION <br /> 1 . Approve professional services agreements with Pakpour Consulting Group, Inc., <br /> Mark Thomas, Wood Rogers, Inc., and Ruggeri-Jensen-Azar to provide on-call <br /> general civil engineering services for the aggregate, not-to-exceed total of$750,000 <br /> for services between July 1 , 2021 , and June 30, 2024, with the option of two one- <br /> year extensions. <br /> 2. Authorize the City Manager to execute the professional service agreements. <br /> 3. Authorize the Director of Engineering to approve individual task authorizations up to <br /> $100,000 each, and direct that if an individual task authorization is greater than <br /> $100,000 it be presented to City Council for consideration. <br /> FINANCIAL STATEMENT <br /> No additional funding is needed to approve these consultant contracts. Funding for <br /> these contracts is budgeted under each individual Capital Improvement Program (CIP) <br /> project approved by the City Council. <br />
